Pastor Bonus

Pastor bonus (“the good shepherd”) is an apostolic constitution on the Roman Curia . It was issued on June 28, 1988 by Pope John Paul II . This is a law with external effect in accordance with cc. 7 ff., C. 12 § 1 CIC .

Essentially, a reorganization, renaming and reorganization of the Roman Curia is laid down. Some congregations receive new definitions, others are restructured, and papal councils and commissions receive new work instructions. The task of the local bishops is also redefined, the question of ad limina visits by the bishops to Rome is regulated and the relationship between the Pope and the Roman Curia is set out.

As a renewal, the constitution determined the admission of other estates to the Roman Curia in addition to the bishops, mainly secular and religious priests , but also women religious and lay people :

“These combined forces ensure that all the classes of the Church, closely linked to his ministry, help the Pope to make the pastoral ministry of the Roman Curia more and more effective in his exercise. From this it is also evident that this service of all classes of the Church finds nothing comparable in secular society, and that its work must be carried out in the spirit of real service, in the following and imitation of the diakonia of Christ himself. "

The Constitution Pastor Bonus thus continued a tendency that had already been announced with the Decree Christ Dominus of the Second Vatican Council .

Quaerite semper

With the Motu Proprio Quaerit semper , Pope Benedict XVI changed on August 30, 2011, the Apostolic Constitution Pastor Bonus and transferred some responsibilities in marital dispensation and annulment proceedings to a new office established at the Court of the Roman Rota .

Curia reform

In April 2013 , Pope Francis set up a group of eight cardinals with the task of preparing further changes to the constitution . With a papal letter dated September 29, 2013, the body was elevated to a permanent body as a council of cardinals . The first results of the work of the Cardinals' Council are the creation of the Economic Secretariat and the Communication Secretariat (today: Dicastery for Communication ), and in August 2016 two new central authorities were set up with the Dicastery for Laity, Family and Life and the Dicastery for Integral Human Development in which the tasks of several previous Pontifical Councils are bundled. In June 2018, the Council of Cardinals adopted the draft of a new curia order, which has the provisional title Praedicate Evangelium and is intended to replace Pastor Bonus .
