Paul Magnette (born June 28, 1971 in Leuven ) is a Belgian political scientist and politician of the Parti Socialiste (PS). He held various ministerial offices from 2007 to 2013 and was Prime Minister of the Walloon Region from 2014 to 2017 . At the local level, Magnette has been Mayor of Charleroi since the local elections in 2012 . He took over the chairmanship of the PS in 2013, but handed it back to Elio Di Rupo in 2014 .

Life

After studying political science and European politics at the ULB (1989–1994), he specialized in the history of political thought at the University of Cambridge (1994–1995), where he was a lecturer ( visiting fellow ). From 1995 to 1999 he was a doctoral candidate and a scholarship holder of the Foundation for Scientific Research in Wallonia FNRS. He also worked as an assistant at the ULB.

After his doctoral thesis ( Citoyenneté et construction européenne 1997) he had several research assignments at the FNRS (1999–2000), became maître de conférence (2000–2001), lecturer (2001–2005) and 2005 professor of political science at the ULB. After 1999 he was also a professor at the Institute for Political Studies in Paris, after 2003 he held the Jean Monnet chair. From 2001 to 2006 he was director of the Institute for European Studies at the ULB, where he was in charge of the politics department.

He is currently a university lecturer on EU constitutional law at the Université Libre de Bruxelles worked.

Before entering politics, in 2005 and 2006 he took part in the activities of the Pavia group, which, under the guidance of Professor Philippe Van Parijs, deals with the institutional development of Belgium. In conjunction with political scientists from all Belgian universities, he dealt with the creation of federal constituencies.

Since July 20, 2007, he has been a minister in the Walloon government. From December 21, 2007 to December 6, 2011 he was Minister for Climate and Energy in the governments of Verhofstadt III , Leterme I , Van Rompuy and Leterme II . In the Di Rupo government , he was Minister for Public Enterprises, Science and Development Cooperation from December 6, 2011 to January 17, 2013.

After the regional elections on May 25, 2014, Paul Magnette was elected Prime Minister of the Walloon Region, replacing his party colleague Rudy Demotte (PS) in this office. After the cdH terminated the coalition with the PS in June 2017, Magnette was voted out of office as Prime Minister on July 28, 2017.

In his early publication on the interpretation of the poetic work of Pier Paolo Pasolini , which arose from his master's thesis, Magnette presented Pasolini's idea of ​​resistance: the emancipation of the individual takes place against the forces of standardization of society. Similar to Marcuse and Illich , Pasolini opposed a “development without progress”, in which the population, under the pretense of an improvement in their conditions, is transformed into an unqualified, subservient and sterile middle class. With Pasolini, Magnette sees poetry as a form of resistance. He analyzes the relationships between politics and literature in the context of the theory of the literary field ( Pierre Bourdieu ). In the micro-political movements of the population, he sees a counter-tendency against the capitalist consumer society .

In his political essays on European politics and the role of the citizen and the regions, he emphasizes the participatory and federal aspects of the community.

Against a Europe of markets

In an interview in 2013, Magnette stated that he was not against markets in principle, but that the founding idea of ​​the European Union had been marginalized more and more since the 1980s. Since 2008, the austerity policy has been unbearable. Liberalism damaged Europe.

Rejection of the CETA agreement in 2016

In October 2016, on behalf of the Walloon government, he turned against the CETA agreement that had been discussed for seven years and was about to be signed . Due to the blockade, the contract could not be officially signed on October 27, 2016 as planned. Due to the federal structure of Belgium , the member states of Wallonia , Flanders and the Brussels-Capital Region also have a say in foreign policy and can therefore block international agreements.

In his speech on October 16, 2010 in the Walloon Parliament, he cited the reasons for the rejection as the preservation of democratic structures, which are being more and more dissolved. Wallonia has a vital democratic tradition, which is why the protest against CETA found its clearest expression here.

His blockade of the agreement was advocated and supported by eleven Canadian professors who describe themselves as specialists with extensive experience in the field of investor dispute resolution (ISDS ) and related issues in Canada's trade agreements . They include David R. Boyd, John R. Calvert, Simon Fraser, Marjorie Griffin Cohen, Stephen Gill , Ronald Labonté, David Schneiderman, Dayna Nadine Scott, Kyla Tienhaara, Gus Van Harten and Stepan Wood. The letter contains sharp criticism of the Canadian government: “Our democracy in Canada has suffered because the federal government insisted on pushing through agreements like NAFTA and CETA without the approval of the legislature at the federal and state levels. As a result, we are now provided with an investment protection program for foreign investors without the approval of the elected representatives, which binds all levels of government and will bind all future elected governments of Canada for a long time. Our experience shows the dangers that democracy in Europe is facing through CETA. "

As a result of the decision, according to Elio di Rupos, considerable pressure was exerted on Magnette by around 20 people, who commented ironically: "It's a shame that the EU doesn't put as much pressure on those who block the fight against tax evasion".

A deadline for Belgium was to be set on October 24th. Magnette rejected this as “incompatible with the democratic process”. On October 28, one day after the originally planned signing, Wallonia and the Brussels Capital Region approved the CETA agreement. Both parliaments approved a negotiated compromise. This will enable Belgium to agree to the free trade agreement.
