Philip Lowe

Sir Philip Lowe KCMG (* 1947 in Leeds ) is a British economist and EU civil servant . From February 2010 to January 2014 he was Head of Directorate General Energy (ENER) within the Directorates General of the European Commission . His successor in this position is Dominique Ristori .

Life

Lowe studied political science , philosophy and economics at St John's College of Oxford University and completed the London Business School with a Master's degree from. He then worked in industry , in various companies in the processing industry and the manufacturing industry.

In 1973 he joined the administration of the European Commission . During his career at the European Commission, he held various management positions, including as head of cabinet and director in various directorates-general of the European Commission . His tasks within the directorates-general included the promotion of structurally weak regions , regional development , development aid , agricultural policy , transport policy and administration .

In 1997 he became Director-General of the Directorate-General for Development. Lowe was the head of the personal staff of Commissioner Neil Kinnock . In this role, under Kinnock's leadership, he was instrumental in the administrative reform and restructuring of the European Commission. Since then, Lowe has been a recognized expert on EU bureaucracy and its administrative structures.

In September 2002 he became the successor to Alexander Schaub , Director-General of the General Directorate for Competition, the so-called EU competition authority. Under his leadership, the EU competition authority successfully examined violations of the ban on cartels by European energy supply companies, among other things .

In February 2010 he became Director General of the Directorate General for Energy, which reports to the Commissioner for Energy , Günther Oettinger at the time . In 2014 he was named Knight Commander of the Order of St Michael and St George. Lowe is considered a connoisseur of Germany ; he also speaks perfect German .

Working in public

Lowe called for greater independence for Europe from foreign energy suppliers and from foreign energy sources. From his point of view, Europe must be competitive itself and rely on sustainable forms of energy .

In a documentary on the broadcaster ARTE entitled The Truth About Renewable Energy , Lowe spoke about renewable energy from biomass in terms of its CO 2 neutrality (Eyefactor) and about hard coal as an energy source . Lowe said the European Commission is trying to encourage the production of sustainable biofuels and biomass; At the same time, however, he warned against too many environmental regulations that could prevent producers from investing in these energies at all. Lowe said literally, "We need every source of energy we can get, and like anywhere in business, nothing is free!"
