Pierre Julien Joseph Baudin (born August 21, 1863 in Nantua , Département Ain , † July 30, 1917 in Paris ) was a French writer and politician of the Parti républicain, radical et radical-socialiste , who was mayor of Paris from 1896 to 1897 and between Was a member of the Chamber of Deputies in 1898 and 1909 . Life

Pierre Julien Joseph Baudin was a nephew of MP Alphonse Baudin , who died in the coup d'état on December 2, 1851 . After studying law , he worked as a lawyer in Paris and began his political career when he was elected a member of the Paris City Council on May 4, 1890, where he represented the Quartier des Quinze-Vingts in the 12th arrondissement . In the following years he was general reporter for the city budget and in 1895 vice-president of the parish council of Paris. On June 3, 1896, he replaced Ernest Rousselle, who had died in office, as President of the Municipal Council and thus Mayor of Paris . He held this office until March 8, 1897, after which Frédéric Sauton succeeded him.

In the elections of May 22, 1898, Baudin was elected for the first time as a member of the Chamber of Deputies (Chambre des députés) in the first constituency of the 11th arrondissement of Paris with 5710 of 9020 votes . At the beginning of his parliamentary membership he was a member of the committees for labor, the budget and the press and in 1899 rapporteur for the budget for the prison system.

On 22 June 1899 he was the Minister of Public Works (Ministre des Travaux Publics) in the Waldeck-Rousseau cabinet appointed and has held this ministerial post until June 7, 1902. In this capacity, he participated in the organization of the Paris World Exhibition of 1900 in part and created a program for the construction of canals, maritime facilities and ports, which, however, could not be fully implemented due to a lack of funding.

On July 1, 1900, he was re-elected to the National Assembly in a by-election in the Belley arrondissement in the Ain department with 11,680 of 16,859 votes, after the previous MP Honoré Giguet was senator. In the general election on April 27, 1902, he was re-elected in the first ballot with 12,957 out of 19,111 votes in this constituency. Subsequently, after leaving the government, he was a member of the Committee on Insurance and Social Security (Commission des assurances et de la prévoyance sociale) and the Budget Committee (Commission du budget) . In the general elections of May 6, 1906, he was re-elected to the National Assembly with 11,590 of 18,449 votes in the Ain department. Subsequently, he was a member of the Public Works Committee, the Naval Committee and the Budget Committee.

Senator and Minister of the Navy

After the death of Joseph Pochon on September 13, 1908, Pierre Baudin became his successor on January 3, 1909, a member of the Senate, where he was a representative of the Ain department. At the beginning of his membership in the Senate in 1910 he was rapporteur for the budget of the Foreign Ministry and was re-elected as Senator on January 7, 1912. After the formation of the Briand III cabinet on January 21, 1913, he took over the post of Minister of the Navy (Ministre de la Marine) . He held the office of Minister of the Navy from February 18 to March 22, 1913 in the Briand IV cabinet and then between March 22 and December 9, 1913 in the Barthou cabinet . During this time there were military reforms that extended the duration of military service to three years and further reorganized the army. As Minister of the Navy, he himself advocated an increase in the number of marines and the construction of ships, especially submarines .

After leaving the government, he continued to deal with the naval budget and was a member of the Senate until his death on July 30, 1917. In 1913, he succeeded René Doumic as President of the Société des gens de lettres SGDL, an association to promote the rights and defend the interests of authors, and was replaced in this position in 1913 by Georges Lecomte . In addition to his political career, Baudin also wrote articles for Le Journal and Le Figaro . He was also the editor of the daily Courrier de l'Ain and President of the Paris Journalists' Association (Association des journalistes parisiens) .
