Politnetz.ch was a politically and institutionally independent information and communication platform for Swiss politics . It was operated by the non-profit association Politnetz based in Langenthal and Politnetz AG based in Zurich. The operators wanted to intensify the exchange between politics and citizens, improve the possibilities for democratic participation of citizens and promote more transparency within political institutions and processes.

The platform was led by Thomas Bigliel . The long-time managing director and Grimme Prize winner left the company in 2014. With his departure, the previous team also left the project. The platform has not been online since March 2020.

functionality

The political network launched in 2009 is aimed at citizens and political decision-makers. The quality and acceptance of political decisions should be increased through mutual participation.

Registration is free and gives the opportunity to take part in debates. Posts that meet with general approval can be rated by the users. Content is reused in a processed form by various media and included in the company's own reporting. The functionality is based on so-called grassroots journalism , in which citizens participate in social discourse in a self-determined manner.

Party representatives and politicians have an additional fee-based Plus membership available. In contrast to the free version, which is used in particular by citizens, the platform offers politicians the opportunity to present themselves on topics of their own choosing during elections . In contrast to decision-making aids such as Smartvote and Vimentis , no questionnaire is used. The reason given here is intelligibility. Due to the federal system in Switzerland , the electoral systems and procedures in the individual cantons differ greatly. Seen from the thematic focus, Politnetz is more concerned with the exercise of political rights and increasing the understanding of politics . The plus memberships help finance the portal.

Politnetz has been evaluating the voting behavior of national councilors since the 2011 winter session . The basis for this is a close cooperation between the platform and the federal parliamentary services.

Since December 2018, it has no longer been possible to log into Politnetz and therefore no longer have discussions. As of May 2020, Politnetz is no longer available.

The platform maintains various partnerships with local and national media. For example, taking the Swiss Radio and Television (SRF) and the commuter newspaper 20 minutes (of citizens and politicians created content user-generated content ) into their own reporting.

The platform works closely with public authorities and aims to ensure that citizens are involved in parliamentary decision-making processes. For example, the website of the Swiss Parliament uses voting visualizations from Politnetz. In January 2013 it became known that Politnetz would also like to record cantonal parliaments and their voting behavior in the future. This led to some resistance in the cantons concerned.

Heel Ligate Controversy

In December 2012, the Council of States came under fire in the course of three false counts in a vote to ban reptile heads. Politnetz was able to prove to the parliamentary chamber, which is called Stöckliold part ») in colloquial language, in addition to the reptile vote, several errors in the voting process, whereupon the further reporting was summarized under the term Stöckligate. Since Politnetz filmed the Council of States voting by hand, two Councils of States, namely Hannes Germann ( SVP , Schaffhausen) and Paul Niederberger ( CVP , Nidwalden), threatened with legal consequences. The office of the Council of States, of which Hannes Germann is Vice-President, also examined measures. Since Politnetz was accredited as an authorized medium at the time and had a photography permit, the Council of States office refrained from taking legal action. This circumstance subsequently led to further confusion. After Politnetz temporarily waived filming because of a pending approval process, doubts arose as to whether further votes were counted incorrectly. In response to public pressure, the Council of States decided in spring 2013 to vote electronically on overall and final votes in future. With the decision in favor of a more transparent voting procedure, the 160-year-old tradition of manual voting ended (see also criticism of the Council of States voting procedure ).

Politnetz.ch claims to be politically independent and neutral. It is managed by a joint stock company with the same name. The Politnetz association is the owner of the data and makes it available in anonymised and aggregated form for Politnetz AG for the purpose of creating political opinion polls, trend analyzes and statistics. The association also commissions the AG to develop and maintain the platform.

Awards

In 2012, Politnetz received the Data Journalism Award in the “Data-Driven Applications” category as one of six projects . The Google- sponsored award was presented by ProPublica chairman Paul Steiger in the Paris City Hall. The jury justified their choice with the fact that Politnetz would make parliamentary data available that are difficult for the public to find and evaluate.

On May 2, 2013, Politnetz was nominated for the Grimme Online Award as one of 28 award-winning online offers out of 1,600 suggestions . On June 21, the platform received the award as one of eight winners. The jury justified this by saying that Politnetz creates political transparency and would be a role model for citizen participation in the 21st century. In the justification of the Adolf Grimme Institute it said:

“Politnetz - Switzerland's political platform creates political transparency and is a model for citizen participation in the 21st century. The information area clearly visualizes the voting results of the Swiss parliament and allows filtering by canton, gender or industry. The results are linked to the statements and portraits of the individual politicians. Inquiries are expressly encouraged: Politnetz gives all Swiss citizens an audible voice at all times. The topics and decisions of the Swiss parliament are discussed constructively and on an equal footing between politicians from different parties and citizens. Politnetz supports the formation of opinions: Own arguments can be introduced and put up for discussion on the platform as well as via Facebook and Twitter. Politicians comment on this. A "radar" collects politically active Facebook pages and shows their reach and development - a unique overview of the political landscape in Switzerland on Facebook. The graphical visualization of the platform is also pleasantly clear and invites you to fill the room with opinions. With this prize, the jury is setting an example for political participation on the web: While civic participation has long been a tradition in Switzerland, it is also becoming increasingly important in Germany.
