Rainer Moormann (* 1950 ) is a German chemist and expert on reactor safety .

He grew up in Osnabrück. After high school he studied in Braunschweig physical chemistry and received his doctorate there with Raman spectroscopic and theoretical studies on hydrogen bonds in liquids. From 1976 to 2012, at Forschungszentrum Jülich , he worked on the safety problems of pebble bed reactors (especially using the example of the AVR (Jülich) ), fusion reactors and spallation neutron sources . In 2008, he published a critical reassessment of the safety of pebble-bed reactors, which received much attention in specialist circles, and, despite considerable opposition in the media and through several lectures, spread his criticism.

Moormann contradicts the characterization of pebble bed reactors as inherently safe and disaster-free and considers the advertising strategy for pebble bed reactors based on this to be scientifically dishonest. He is also against exporting this technology to emerging countries such as South Africa and China . His work is seen as one of the reasons for the failure of the South African pebble bed reactor project PBMR in 2010. For this and for accepting the associated professional disadvantages, he received the 2011 whistleblower award from the Association of German Scientists (VDW) and the German section of the IALANA legal association, which is critical of nuclear weapons .

The proponents of the pebble bed reactors at Forschungszentrum Jülich viewed Moormann's public work critically; in their ranks he was called the " demagogue who pulled the world's safest reactor in the dirt". On April 26, 2014, Forschungszentrum Jülich published the final report of a study that the center commissioned the independent AVR expert group to carry out in 2011. The report contains an extensive correction of the earlier official position on the AVR as that of a safe reactor. The report also meant a confirmation and thus rehabilitation of Moormann.

Together with nuclear power advocate Anna Veronika Wendland, Moormann published a scientific paper on the role of nuclear technology in the energy transition in July 2020 . The authors come to the conclusion that in the interests of climate protection and security of supply, it is necessary to continue operating the six German nuclear power plants that are still running for a limited period and recommend creating the legal framework for this immediately. This would make it possible to quickly end around 60% of German lignite generation , which corresponds to a 10% reduction in CO 2 emissions. Furthermore, the authors recommend that the question of building new nuclear power plants based on light water reactors should be discussed in 2030 if the technical prerequisites for an energy turnaround largely based on renewable energies should not have been created by then and thus excessive fossil use beyond 2050 would threaten.
