Ralph Lysyshyn

Ralph J. Lysyshyn (born July 25, 1946 in Canora , Saskatchewan ) is a Canadian ambassador .

Life

Lysyshyn studied at McGill University until 1969 , Montreal received the Master of Arts in English literature at the University of Alberta in 1971, where he received his doctorate in English literature in 1972. From 1969 to 1972 he was a research assistant at the Department of English Literature at the University of Alberta and joined the Foreign Service in 1973 and was employed in the Department of Foreign Affairs and International Trade (DFAIT) in Ottawa, in the Politics department.

  • From 1973 to 1974 he was employed in the Eastern Europe department.
  • From 1974 to 1976 he went through his career in Moscow from third class embassy secretary to second class embassy secretary.
  • From 1976 to 1978 he headed the Eastern Europe department at DFAIT .
  • From 1978 to 1979 he was an advisor to the government of Pierre Trudeau .
  • From 1979 to 1982 he headed the office of the Canadian Embassy in Lagos .
  • From 1982 until 1986 he was counselor in Washington.
  • From 1986 to 1990 he headed the arms control and disarmament department at DFAIT .
  • In 1986 and 1989 he headed two working groups on East-West relations.
  • In 1990 he headed an international working group on Canadian security policy in Ottawa.
  • From 1990 to 1992 he was deputy head of the Canadian delegation in the first round of negotiations on the Open Skies Treaty in Ottawa. He headed this delegation at the final negotiations in Vienna.
  • From 1990 to 1994 he was Deputy Permanent Representative of the Canadian Delegation to NATO , Brussels .
  • From 1994 to 1998 he headed the International Security & Arms Control department at DFAIT . In 1996 there was an uprising by the Tutsis in eastern Zaire against the regime of Mobutu Sese Seko . United Nations resolution 1018 sanctioned military humanitarian intervention in Zaire. On October 12, 1996, the Canadian government offered to lead the military units that intervened in Zaire. Ralph J. Lysyshyn was deputy head of Paul Heinbecker on this mission . The intervention lasted until March 31, 1997.
  • In 1997, Ralph J. Lysyshyn led the Canadian delegation to negotiate the Treaty on Antipersonnel Landmines in Oslo.
  • Ralph J. Lysyshyn was Secretary General of the conference at which these contracts were signed in Ottawa in 1997.
