college
Penny has had offers from several universities for his achievements in school football, including Boise State University, which is renowned in college football . Ultimately, he chose San Diego State University .
At San Diego State University, Penny played for the San Diego State Aztecs in the Mountain West Conference from 2014 to 2017 . He was used there as a running back and return specialist .
