    The Liguria Regional Council ( Italian Consiglio Regional - Assemblea legislativa della Liguria ) is the legislative body of the Italian region of Liguria . The regional council elected for the first time in 1970 has its seat in the Ligurian capital Genoa .

    Composition and tasks

    The regional council has 30 people-elected representatives, called regional councils. In addition, the president of the region, who is directly elected by the people (at the same time as the regional council), is by right a member of the regional council but does not chair it. The president of the regional council is elected by its members. The legislative period is a maximum of five years. The 10th legislative period began in June 2015.

    The regional council enacts laws and other norms with legal force for the Liguria region, in particular its budget. He oversees the regional government, which consists of the president of the region and the regional ministers appointed by him, called “assessors” or “assessors”, as well as the activities of the regional authorities and offices and their subordinate institutions. The electoral system applicable to the regional council and the president of the region can only be changed with a two-thirds majority of the regional councils. The regional council has its own rules of procedure. The regional councils form parliamentary groups . The work of the regional council takes place in plenary sessions or in specialist committees . The formation of committees of inquiry is possible.

    If the regional council, with an absolute majority of its members, expresses mistrust in the directly elected president , the president and his regional government must resign. At the same time, the resignation of the president always means the dissolution of the regional council and new elections.

    The regional council has a so-called council of local autonomies , which in a certain way has the function of an advisory, second chamber of parliament , to represent the interests of the local authorities in accordance with Article 123 of the Italian Constitution and Article 13 of the Ligurian Regional Constitution . This council has a right of initiative limited to matters of local authorities . Objections of this body with regard to the interests of the provinces of Liguria , the metropolitan city of Genoa , the municipalities and municipal associations can only be overruled by the regional council in accordance with Article 67 of the regional constitution with an absolute majority of its members.

    Electoral system

    80 percent of the regional council seats are allocated according to the proportional representation system, 20 percent receive the list of the popularly elected president of the region as a majority bonus. If their list receives 50 or more percent of the vote, the majority bonus is reduced by 10 percent. In the case of proportional representation, there is a blocking clause of three percent, which does not apply to a connection with a list that has received more than five percent.
