The Resolution 1527 of the UN Security Council is a resolution that the United Nations Security Council voted unanimously in 4909. Meeting on 4 February of 2004. She dealt with the situation in Ivory Coast . Specifically, the Security Council extended the mandate of the United Nations Mission in Côte d'Ivoire (MINUCI) until February 27, 2004 and pushed for the implementation of the Linas-Marcoussis Agreement .

A bitter civil war has been raging in the Ivory Coast since September 2002 in which ethnic groups from the north and south, locals and immigrants from neighboring countries (see also: Concept d'Ivoirité ) fought each other . The predominance of Ivory Coast's natural resources was also controversial. On January 26, 2003, an agreement was signed in France ( Linas and Marcoussis ) according to which President Laurent Gbagbo would remain in office until new elections, the rebels would receive the Ministry of Interior and Defense in a transitional government and troops from France and the West African Economic Community ( ECOWAS) should be stationed between the spheres of power of the warring parties in order to prevent a renewed outbreak of the conflict.

The Security Council referred to earlier resolutions 1514 (November 13, 2003) and 1498 (August 4, 2003) and 1464 (February 4, 2003).

He committed himself to the sovereignty, independence, territorial integrity and unity of the Ivory Coast and supported the implementation of the Linas-Marcoussis Agreement negotiated on January 23, 2003 and signed on January 25 and 26, 2003 , reaffirmed its importance and expressed satisfaction with the first Implementations.

He thanked ECOWAS, France and the African Union for their support in the peace process.

The Security Council also mentioned a letter dated November 10, 2003 in which the President of the Ivory Coast, Laurent Gbagbo , asked for the conversion of MINUCI, but stated that it had to continue to fulfill its mandate under resolution 1479 (May 13, 2003).

The Security Council intended the content of the letter of the UN Secretary General , Kofi Annan , to check on 6 January 2004 and recognized the need for coordination of activities.

The Security Council identified the situation in Ivory Coast as a threat to world peace and acted under Chapter VII of the Charter of the United Nations by:

  • The MINUCI's mandate was extended until February 27, 2004
  • The authorization of ECOWAS and the French Armed Forces was also extended until February 27, 2004
  • Took note of the above-mentioned letter from the Secretary-General
  • Urged those involved to respect the Linas-Marcoussis Agreement
  • Urged the signatories of the Linas-Marcoussis Agreement to implement point 86 of the above-mentioned letter from the Secretary General
  • Announced to strengthen the presence of the United Nations in Ivory Coast and calls on the Secretary General to prepare for a peace mission
  • also wanted to deal with the subject further

Subsequently

As early as March 2004, fighting broke out again in the Ivory Coast in which United Nations employees were also killed. On April 4, 2004, the Opération des Nations Unies en Côte d'Ivoire (ONUCI) replaced the MINUCI to oversee the Linas-Marcoussis Agreement. The civil war could only be ended in March 2007 with the Treaty of Ouagadougou .
