Richard Nomer Ochoa Quintero (born February 14, 1984 in Tocuyito , † July 19, 2015 in Valencia ) was a Venezuelan track and road cyclist.

Richard Ochoa was 2004 Pan-American championship in points race on the track . The following year he won a stage on the road at the Vuelta al Estado Portugesa and was first in the overall standings. In 2006 he was twice successful at the Vuelta a la Independencia Nacional and also won the overall ranking. In the same year he won gold in the points race at the Central American and Caribbean Games . At the Pan American Championships in 2007 he was runner-up in the team pursuit together with Yosvans Rojas , Franklin Chacón and Tomás Gil . In 2010 he won the scratch competition at the Central America and Caribbean Games. At least four times he was Venezuelan champion in various disciplines on the track.

On July 19, 2015, Ochoa was fatally injured when a car drove into his training group while training on the road.
