Rick "Hou" Houenipwela (born August 8, 1958 in Riverside, Small Malaita, Malaita Province ) is a Solomonic politician of the Democratic Alliance Party , who has been Prime Minister of the Solomon Islands since 2017 .

Life

Central Bank Governor, MP and Minister

Rick "Hou" Houenipwela completed a degree in accounting , which he completed with a Bachelor of Accountancy . He completed another degree in business administration with a diploma ( Diploma of Commerce ) . He also obtained a graduate diploma in development management (Graduate Diploma Development Administration) . In 1993 he became governor of the Central Bank of Solomon Islands , the country's central bank , and held this position until 2008. He then worked at the World Bank , where he was most recently Senior Advisor to the Executive Director.

On August 4, 2010, Rick "Hou" Houenipwela was elected for the first time as a member of the national parliament for the Democratic Alliance Party in the constituency of Small Malaita and was re-elected on November 19, 2014. At the beginning of his parliamentary membership, he was a member of the Bills and Legislation Committee between September 14, 2010 and April 18, 2011, as well as a member of the Public Accounts Committee . He became Minister of Public Service in the Cabinet of Prime Minister Danny Philip on April 18, 2011 and held that ministerial office until November 10, 2011.

On November 10, 2011, Treasury Secretary Gordon Darcy Lilo was sacked by Prime Minister Philip. On November 11, 2011 Prime Minister Philip resigned, after which Lilo was elected Prime Minister himself on November 16, 2011. In the election by the national parliament , Lilo was able to prevail with 29 against 20 votes for Milner Tozaka . On November 21, 2011, Lilo appointed Rick Hou as the new Minister of Finance and Treasury . On November 22, 2011, Lilo presented his further cabinet, in which Peter Shanel Agovaka was confirmed as Foreign Minister and Manasseh Maelanga as Minister of the Interior. He held the post of Finance Minister until September 8, 2014. After leaving the cabinet, he was chairman of the Committee on Drafts and Legislation from December 23, 2014 to November 15, 2017 and between December 22, 2014 and December 15, 2017 November 2017 member of the Audit Committee again.

On November 6, 2017, the previous Prime Minister Manasseh Sogavare was deposed by a parliamentary vote of no confidence with 27 to 23 votes. On November 15, 2017, Rick Houenipwela was elected as the new Prime Minister and was able to prevail against John Moffat Fugui with 33 to 16 votes . On November 16, 2017, he presented most of his cabinet, which includes Manasseh Sogavare as Deputy Prime Minister and Minister of Finance and Treasury, Jimson Fiau Tanangada as Minister of the Interior and Moses Garu as Minister of Police, National Security and Prison Services. On November 17, 2017, the remaining ministers were sworn in, including Milner Tozaka as Foreign Minister and Foreign Trade Minister. On November 30, 2017, the High Court invalidated the election of Jimson Fiau Tanangada, after which he lost his parliamentary mandate and the post of home secretary. Commins Mewa became the new interior minister .
