The Riederwald tunnel is part of a planned motorway connection in the east of Frankfurt am Main between the A66 and A 661 federal motorways below the Bornheimer slope . The planned motorway triangle Erlenbruch forms the western connection with the A 661 . In the east, the Riederwald tunnel connects with the eastern part of the A 66, at the Borsigallee exit at the Hessen-Center . The motorway will then be led through a tunnel for a length of 1100 m in the north of the Frankfurt district of Riederwald .

The connection is intended to relieve urban traffic in Frankfurt am Main and the highways south of Frankfurt. For 2015, a daily traffic volume of 86,000 vehicles was forecast. In addition, there are another 13,500 vehicles on the above-ground street Am Erlenbruch . Critics considered these forecasts too low.

Current status

The plan approval decision was complained about several times. The Riederwald tunnel is under construction in small steps that are not affected by the lawsuits. According to the planning status of 2017, the A 66 could be connected to the A 661 from 2027.

history

The gap in the federal highway 66 was originally supposed to be closed much earlier. Construction plans were discussed as early as the early 1960s; construction work should begin in 1974. By pointing out the costs, noise pollution and environmental damage, critics have so far been able to prevent construction. The planning approval procedure for the now planned Riederwald tunnel was first opened on April 20, 1989. Due to objections from critics, the planning had to be changed significantly. In particular, longer tunnels were necessary to comply with the 23rd Federal Immission Control Ordinance. Federal Transport Minister Reinhard Klektiven approved this change in 2000. The first plan approval procedure was then canceled on November 5, 2001 and initiated until December 7, 2001 by displaying the new plans. This was followed by the public hearing in the Riederwald district from March 27 to 31, 2003. Again there was a lot of criticism, so that a plan change procedure became necessary. This included a rescheduling of the Borsigallee junction, additional noise protection west of the Erlenbruch motorway triangle, an update of the traffic investigation as well as the sound-technical and air-hygienic investigation, the groundwater management during the construction period, the groundwater drainage with surface filters as well as a change and addition to the accompanying landscape conservation planning. The plans for this were again available from February 7th to March 7th, 2005. After a further discussion in November 2005, the plan approval decision was signed on February 6, 2007 after more than 35 years of planning. On September 23, 2009, the symbolic first groundbreaking ceremony was carried out in the presence of the Federal Minister of Transport, although it was known that the actual construction would not begin until 2011. In 2015 the Riederwald tunnel was under construction. In November 2015 it was announced that a new investigation into the volume of traffic and planned noise protection measures is being planned. However, the construction work will continue.

Planning approval

The planning approval decision was signed on February 6, 2007 by the Hessian Transport Minister Alois Rhiel ( CDU ). Some private individuals, the BUND , the Volks-, Bau- und Sparverein (VBS) and the legal office of the city of Frankfurt am Main sued at the Hessian Administrative Court in Kassel against the planning approval decision . Mostly it was about a lack of noise protection and not about the project as such. The start of construction of the tunnel sections was postponed by around eight years to 2015. With a planned construction time of five years, completion was expected in 2020 at the earliest. In the Official Journal Frankfurt 21/2012, p. 536, it says that in the period from May 29, 2012 to August 10, 2012, work on ordnance clearance (e.g. bomb duds and ammunition remains), the creation of search slots, soil exploration and the creation of groundwater measuring points in the Riederwald district in the area of ​​the tunnel route. In the course of the construction on April 10, 2018, a 50 kg American World War II bomb was found. This was defused in the second attempt and was located in the intersection area “Am Erlenbruch”, “Wächtersbacher Allee” and “Borsigallee”.

The Riederwald tunnel is only being built at a shallow depth. Therefore an open excavation is used. Traffic is to be maintained with only minor restrictions during the construction work.

The tunnel consists of two rectangular concrete tubes. The length of the north tube is 1025 meters, that of the south tube 1095 meters. Each of the tubes has a clear width of 13.25 m and will provide space for three lanes without paved verges. The tubes will be closed by a concrete ceiling on which the Am Erlenbruch street and the U7 underground line will be rebuilt. The tunnel will be equipped with ventilation systems as well as automatic fire alarm systems and other safety devices. The excavated earth is used on the A 5 and B 3 in Bad Vilbel for the construction of noise protection earth walls.

costs

€ 164 million are planned for the connection between the Frankfurt-Erlenbruch motorway triangle and the Frankfurt-Bergen-Enkheim junction . In addition to the Riederwald tunnel, this construction project also includes a further 1,100 m above-ground motorway and the Frankfurt-Erlenbruch motorway triangle in the Riederwald district of Frankfurt.

At the same time, the 661 federal motorway north of the connection between the Frankfurt Friedberger Landstrasse and Frankfurt Ost junctions will be expanded from currently four to six lanes. This adds a further € 30 million.

Most of the costs of 173.6 million euros are borne by the federal government.

criticism

Residents fear an increased volume of traffic (through traffic) on a motorway running through the city and consequently a very high level of noise in connection with high levels of particulate matter. The devaluation of the quality of life and the associated change in the population structure are feared. Several citizens' initiatives, environmental associations and citizens have come together to form an action alliance to prevent the construction of the motorway link. On the other hand, there are of course supporters of this important infrastructure project among the residents of the Riederwald. The residents of the eastern Rhine-Main area have also been waiting for the project for a long time, because the Riederwald has been a guarantee for traffic jams for the residents of the east of Frankfurt for decades, especially in the morning and evening hours.
