Satish Chandra Agarwal (born September 27, 1928 in the village of Thoon, Bharatpur District , Rajasthan ; † September 10, 1997 in Jaipur , Rajasthan) was an Indian politician of the Bharatiya Janata Party (BJP), who was a member of the Lok between 1977 and 1984 Sabha , Minister of State for Finance from 1977 to 1979 and a member of the Rajya Sabha between 1994 and 1997 . He was Vice President of the Rajya Sabha from 1994 to 1996.

Life

Lawyer and politician in Rajasthan

Agarwal graduated after the visit of Birla College in Pilani and the Maharaja's College in Jodhpur studying law at the University of Rajasthan in Jaipur , he with a Bachelor of Laws (LL.B.) graduated. He then took up a position as a lawyer . He completed another postgraduate course in commercial management with a Master of Commerce (M.Com.).

In 1951 Agarwal joined the Bharatiya Jana Sangh (BJS) and began his political career in local politics when he was a member of the Jaipur City Council between 1956 and 1958. He was elected for the first time in 1957 as a member of the legislative assembly of the state of Rajasthan, to which he belonged for three legislative terms until 1972. During this time he was from 1957 to 1967 a member of the Presidium of the Legislative Assembly and from 1965 to 1967 chairman of the Petitions Committee and President of the BJS in the state of Rajasthan.

Agarwal, who was President of Agrawal College in Jaipur between 1967 and 1970 , was active as Secretary and Vice-President of the State Council for Child Welfare in Rajasthan and was again a member of the Bureau of the Legislative Assembly of Rajasthan from 1969 to 1971. During this time he took part in 1971 as a delegate at the Conference of the Parliamentary Assembly of the Commonwealth of Nations in Kuala Lumpur .

Member of Lok Sabha, Minister of State and member of Rajya Sabha

In 1975 Agarwal became a member of the All-Indian Working Committee of the Bharatiya Jana Sangh, of which he was a member until 1977. During the of Prime Minister Indira Gandhi imposed emergency rule he was due to the Internal Security Act of 26 June 1975 to 25 January 1977 for 19 months under house arrest.

In the elections in March 1977 Agarwal was elected a member of the Lok Sabha, the lower house of the Indian parliament , and represented there after his re-election in the elections in January 1980 to 1984 the constituency 7 Jaipur belonging to Rajasthan .

A few months later, on August 14, 1977, he was appointed to the government of Prime Minister Morarji Desai and held the post of Minister of State in the Ministry of Finance until July 28, 1979. As such, he took part in the conferences of the Colombo Plan in Kathmandu in 1977, Washington, DC in 1978 and in London in 1979. After leaving the government, he was parliamentary director (Chief Whip ) from 1980 to 1984 and deputy chairman of the faction of the Bharatiya Janata Party in the Lok Sabha. He also served as chairman of the Lok Sabha Committee on Public Accounts from 1981 to 1983.

On April 3, 1994, Agarwal became a member of the Rajya Sabha, the upper house of the Indian Parliament, of which he was a member until his death on September 10, 1997. During this time he was one of the vice presidents of the Rajya Sabha from 1994 to 1996.

His marriage to Shanta Agarwal on February 16, 1953 resulted in two sons and a daughter.
