Shalbay Qulmachanov

Schalbai Qulmachanuly Qulmachanow ( Kazakh Шалбай Құлмаханұлы Құлмаханов , Russian Шалбай Кулмаханович Кулмаханов * 20th January 1946 in Kuigan, Kazakh SSR ) is a Kazakh businessman and former politician.

Life

Shalbay Qulmachanov was born in 1946. He studied at the Polytechnic Institute in Alma-Ata , where he graduated in 1969. In 1984 he graduated from the Communist Party College.

After graduating from the Polytechnic Institute, he worked in the construction industry between 1969 and 1982. He then became head of the administration of the Auesowski district of the city of Alma-Ata and in 1985 he was deputy chairman of the Alma-Ata city council. Between 1985 and 1988 he was the first secretary of the District Committee of the Communist Party of Kazakhstan in the Alatau district. From 1989 to 1992 he was the head of the administration of Northern Kazakhstan Oblast . After Kazakhstan's independence, he was head of the regional administration of the Aktyubinsk region between February 1992 and October 1993 and the State Council of the Republic of Kazakhstan from October 1993 to June 1994. In June 1994 he became mayor of Almaty. He held this post until June 1997, before becoming Chairman of the Emergency Situations Committee and then Chairman of the Emergency Situations Agency of Kazakhstan. From May 2001 to August 2005 Qulmachanow was Akim (governor) of the Almaty region . On August 11, 2005, he became a member of the Kazakh government in the cabinet of Prime Minister Danial Akhmetov . He held the post of Minister for Emergency Situations until January 11, 2007.
