Baqytschan Äbdiruly Saghyntajew ( Kazakh Бақытжан Әбдірұлы Сағынтаев , Russian Бакытжан Абдирович Сагинтаев Bakytschan Abdirowitsch Sagintajew ;. * 13. October 1963 in Usharal , Kazakh SSR ) is a Kazakh politician of the party Nur Otan . He was Prime Minister of Kazakhstan from September 2016 to February 2019. He has been the mayor of Almaty since June 28, 2019 .

Life

Saghyntayev graduated from the Kirov State University of Kazakhstan in 1985 with a doctorate in economics . He began his career in 1985, initially as a teacher at the Department of Economics in Alma-Ata , before he worked at the Department of Sociology at the Kazakh State University until 1992 .

In 1998 he began his political career, first as Deputy Governor (Äkim) of Shambyl Province . Between 2002 and 2004 he was first deputy chairman of the agency for the regulation of natural monopolies and competition protection, until 2007 he was chairman of the agency. From 2007 to 2008 Saghyntayev headed the administration of the Kazakh Prime Minister under Kärim Mässimow .

On September 30, 2008, he was appointed governor of the Pavlodar Province in eastern Kazakhstan . He held this post for four years before he was entrusted with a government post by Mässimov on January 20, 2012. As Minister of Economic Development and Trade, he was a member of the government for a few months, and was dismissed from office on September 24 with a change of government. He then held an office in the ruling Nur Otan party from September 2012 to January 2013 . A short time later, in January 2013, he was appointed Minister in the newly created Ministry for Regional Development. He held this post until November 6, 2013. On April 7, 2014, he was appointed the first Deputy Prime Minister of the Republic of Kazakhstan in the Kärim Mässimow government.

He was Prime Minister of his country since September 8, 2016 . On February 21, 2019, Saghyntayev and his cabinet were dismissed by President Nursultan Nazarbayev . He accused the government of failure and ineptitude in economic policy, and it had also failed to improve the standard of living of the population.

He was State Secretary of Kazakhstan since March 1, 2019. On June 28, 2019, he was appointed Mayor of Almaty .
