Shaqsybek Qulekeev

Schaqsybek Äbdirachmetuly Qulekejew ( Kazakh Жақсыбек Әбдірахметұлы Құлекеев , Russian Жаксыбек Абдрахметович Кулекеев Schaksybek Abdrachmetowitsch Kulekejew * 24. July 1957 ) is a Kazakh politician .

Life

Sheqsybek Qulekeev was born in 1957 in Talas County, Jambul Oblast . He graduated from the Kirov State University in Kazakhstan in 1979 with a degree in mathematics .

He began his professional career as a lecturer at the Faculty of Applied Mathematics at the Institute for Economics in Alma-Ata . In 1992 he became head of the department for microeconomics . In November 1995, Qulekeev became the first deputy chairman of the State Committee for Statistics and Analysis and on January 25, 1997 he was appointed chairman of the Statistics Agency of the Republic of Kazakhstan . He headed the agency for almost three years before he was appointed Minister of Economy of Kazakhstan on October 13, 1999 in Nurlan Balghymbayev's cabinet . Between January 2002 and June 2003 he held the post of Chairman of the Audit Committee for the Control of the State Budget. On June 14, 2003, Qulekeev was again a member of the Kazakh government. This time he got the post of Minister of Education and Science in Danial Akhmetov's cabinet . Between June 2005 and January 2006 he was the rector of the Academy of Public Administration under the President of the Republic of Kazakhstan. He then became the first vice-president of the Kazakh state oil company KazMunayGas and from May 2007 he headed the state railway company Temir Scholy as CEO of Kazakhstan .

He was arrested in early April 2008. He was accused of accepting bribes. On November 13 of the same year, he was sentenced to three years in prison by a court in the capital Astana (Nur-Sultan since 2019) for abuse of office. On November 20, 2009, he was paroled following a decision by an Almaty court. Since January 2010 he has been working at the Kazakh Institute for Oil and Gas, a subsidiary of KazMunayGas.
