The Swiss Innovation Park  ( SIP , Parc suisse de l'innovation , PIS ) is a science park with five locations in Switzerland . The private-sector foundation Switzerland Innovation, as an umbrella organization based in Bern, wants to create a platform for university / university- related research and development for national and international companies and thus implement the requirements of Swiss research and innovation promotion policy.

history

Due to the large share of the private sector in the field of economic and research funding , there have been repeated efforts to have a state instrument that goes beyond pure funding and pursues specific location policy . A Swiss Research Foundation was already being considered in 2006 . As a result, there was the motion to set up a Parc d'innovation suisse  (NR 07.3582) by the FDP-Liberal parliamentary group , which was adopted on September 19, 2007.

With the total revision of the Research and Innovation Promotion Act in 2012, the legal basis for federal support was created (32–34 FIFG). Several locations were planned because of the federal structure of Switzerland. On the basis of the implementation, which was left open, the Conference of Cantonal Economics  Directors (VDK) developed a starting configuration that was approved by the Federal Council in 2014 . After a total of eight cantonal proposals had been examined, this comprised two locations in the vicinity of the two Swiss Federal Technical Universities  (ETH) in Zurich and Lausanne, and was initially called the National Innovation Park  (NIP, Parc national d'innovation  PNI ). In May 2015, the Federal Council decided to open another location in Biel-Bienne. On March 6, 2015, the private law foundation Swiss Innovation Park was created as an umbrella organization and for the development of further locations, which has been operating as Switzerland Innovation since 2016 .

In the course of the justification, the innovation park was also referred to as “Swiss Silicon Valley”, but there were also critical voices speaking of an “illusion park” and the risk of pure “political lip service”. The distribution over several locations was also seen as a problem area of ​​"fragmentation".

On January 18, 2016, the Swiss Innovation Park was formally opened with five locations (including Basel-Allschwil and Villingen).

Financing and public-private competence regulation

In terms of a special purpose vehicle of public-private partnership  (PPP, Public-Private-Partnership PPP), the Swiss Innovation Park is privately owned and funded by the State Secretariat for Education, Research and Innovation without any operational influence. This includes the provision of a framework credit of CHF 350 million to guarantee earmarked loans, as well as the surrender of land owned by the federal government, but in principle without waiving building lease interest .

The foundation should serve as a network and marketing organization for a joint appearance. However, it does not make any settlement decisions. These are left to the autonomy of the local agency. The foundation is financed by a number of Swiss business associations and companies. These include the Swiss business association economiesuisse , the specialist association for the mechanical, electrical and metal industry swissmem , financial institutions such as Swiss Re , Credit Suisse , UBS and companies primarily from the chemical sector.

The locations themselves are independent legal entities. The on-site building law contracts are concluded between the federal building and property authorities and the individual cantons.

Control and management bodies of the Switzerland Innovation Foundation

The most important foundation bodies are:

  • Board of Trustees as the highest body of the Foundation: Ensures that the purpose of the Foundation is safeguarded, exercises overall supervision over the activities of the Foundation's bodies, makes decisions. It is made up of representatives from the Confederation, the cantons and the private sector
  • Board of Trustees Committee: Legal and business representative.
  • Office:: For operational activities.
  • Auditors: For financial control; determined in consultation with the Swiss Federal Audit Office.

Furthermore there is:

  • Economic Advisory Board as an advisory body: one member from each of the sponsoring companies; nominates the representatives of the private sector on the Board of Trustees; can comment on individual transactions.

Goals of the Swiss Innovation Park

  • the realization of successful research and development collaborations between private companies, Swiss universities and other research partners;
  • the generation of research and development investments from home and abroad; the settlement of companies and research partners from home and abroad who create jobs and develop new marketable products, services and processes;
  • the creation of a platform for the accelerated conversion of research results into marketable solutions ;
  • the creation of attractive framework conditions for research groups and start-ups as catalysts for the settlement of established companies;
  • securing the attractiveness and competitiveness through clear competence profiles at the locations and through excellent framework conditions and services.

Areas of innovation

Switzerland Innovation deals with the following innovation areas: Life Sciences , Energy , Industry 4.0 , Materials Science , Information and Communication Technology  (ICT), Transports and Mobility , Enabling Technologies .

Tasks of the Switzerland Innovation Foundation

Switzerland Innovation should perform the following tasks:

  • The international positioning and marketing of Switzerland Innovation on the basis of attractive offers that are defined by the locations according to a uniform system;
  • Support of the locations with financing solutions ; through the use of the federal guarantee as well as through the creation of financing instruments in cooperation with the financial industry;
  • The coordination and networking of the locations and ensuring efficient cooperation with the federal agencies as well as ensuring a coherent umbrella brand;
  • Ensuring uniform quality standards at the locations on the basis of the VDK catalog of criteria and their further development as part of continuous improvement processes.
