The ETH domain is the superordinate grouping of the technical and scientific universities and research institutes that are run by the Swiss Confederation . It includes the Swiss Federal Institute of Technology in Zurich  (ETHZ), the École polytechnique fédérale de Lausanne  (EPFL / ETHL), the Paul Scherrer Institute  (PSI), the Federal Research Institute for Forests, Snow and Landscape  (WSL), and the Federal Materials Testing and Research Institute  (Empa) and Eawag . The management body of the ETH Domain is the Council of the Federal Institutes of Technology (ETH Council, formerly: Swiss School Council ).

Position within the federal government

The ETH domain is assigned to the Federal Department of Economics, Education and Research . According to the Federal Council's message, the use of the term “assignment” instead of “subordination” means that the ETH Domain is organizationally outside the central federal administration. The ETH Domain regulates its matters independently within the framework of the ETH Law ( SR 414.110), which forms the legal basis of the ETH Domain.

The Annex to the Government and Administrative Organization Ordinance (SR 172.010.1) and the Organization Ordinance for the Federal Department of Home Affairs (SR 172.212.1) designate the ETH Domain as an administrative unit of the decentralized federal administration .

The Federal Council formulates the guidelines, goals and measures of its education and science policy for a period of four years in the dispatch on the promotion of education, research and innovation (ERI dispatch). The State Secretariat for Education, Research and Innovation is responsible for drawing up the ERI message ; the areas concerned (ETH domain, universities, technical colleges, Swiss National Science Foundation , Commission for Technology and Innovation, etc.) are heavily involved in drawing it up. The ETH Board contributes its own strategic planning for the ETH Domain.

As part of the ERI dispatch, the Federal Council grants the ETH Domain a performance mandate for a period of four years. To this end, parliament approves a payment framework for the operation and investments of the ETH Domain. On this basis, the ETH Board manages the institutions of the ETH Domain; He concludes a target agreement with each institution. In the performance period 2013 to 2016, the payment framework approved by the Federal Parliament for the ETH Domain is CHF 9,583.9 million.

As the strategic management body of the ETH Domain, the ETH Board determines, among other things, the strategic direction of the ETH Domain, oversees the ETH Domain, allocates federal funds to the individual institutions and elects the professors from ETH Zurich and EPFL . Michael Hengartner has been President of the ETH Board since February 1, 2020 , his predecessor was Fritz Schiesser .

The ETH Board is responsible for the strategic management of the ETH Domain within the goals set by the federal government in the performance mandate. Based on this and in dialogue with the institutions of the ETH Domain, the ETH Board draws up strategic planning and accompanies its implementation.

Other core tasks of the ETH Board are long-term financial and investment planning, the allocation of the funds approved by the federal councils to the two ETHs and the four research institutes, the budget requirements and the preparation of the consolidated budget and the consolidated accounts of the ETH Domain. In addition, development plans are drawn up in cooperation with the institutions of the ETH Domain, on the basis of which target agreements are concluded. He is also responsible for strategic real estate management in the ETH Domain on behalf of the federal government.

The ETH Board can issue ordinances, directives and guidelines or submit proposals for amendments to the law. It also gives its opinion on federal legislation and the institutions of the ETH Domain.

As a strategic management body, the ETH Board monitors the achievement of the institutions' agreed strategic goals. It oversees the ETH Domain and summarizes the results of its supervisory work in an annual business report and a final report at the end of the four-year performance period.

Review of structures 2007–2010

In 2007, the ETH Board, and in particular its then President Zehnder, came under fire for the allocation of funds and the preparation for the election of the President of ETH Zurich. The National Council then referred a postulate that the management structure of the ETH Domain should be reviewed.

The institutional questions about the functioning of the ETH Board were postponed in 2010 by the National Council's Audit Committee (GPK-N). On the other hand, in 2010 she examined the problems in managing the staff of the ETH Board. This involved increased staff turnover, an accumulation of illnesses and the fact that various employees were looking for external support (medical, psychological and legal).

The GPK-N published the results of its investigation in the annual report 2010 of the business audit commissions and the business audit delegation of the federal councils of January 27, 2011. In it, it stated that the former member of the Council of States Fritz Schiesser 2007 from the then head of the Swiss Interior Department (EDI), former Federal Councilor Pascal Couchepin ( FDP ), who had been proposed as President of the ETH Board, in order to settle the difficulties in the ETH Board and its staff. The GPK-N found it confirmed that the extent and nature of the difficulties were exceptional. However, she also noted that there had been a change in leadership and communication style on the ETH Board and its staff since 2009.
