SAT Rowlatt

Sir Sidney Arthur Taylor Rowlatt (born July 20, 1862 in Cairo , † March 1, 1945 in Bagnor Manor near Newbury , Berkshire ) was a British lawyer and judge . He was the chairman of the Rowlatt Committee in British India , which preceded the Rowlatt Act .

Life

Rowlatt was the eldest son of Arthur Henry Rowlatt and Amelia Caroline Terry. He was born in Cairo, Egypt in 1862 and went to school at Fettes College, Scotland . Enrolled at King's College , Cambridge in 1880 . There he studied Classical Philology as part of a Classical Tripo and completed both related parts in 1882 and 1884. In 1883 he won the Porzon Prize and the Browne Medal, and in 1884 he held classes as an Assistant Master at Eton College in Buckinghamshire.

In 1882, Rowlatt decided to join the Inner Temple to become a lawyer. In 1886 he completed his training there and received his master's degree in 1888. He then worked in the Oxford district.

In 1899 he published a textbook ( The Law of Principal and Surety ), which dealt among other things with the law of surety . New editions and revisions followed many years later under the book title Rowlatt on Principal and Surety .

From 1900 to 1905 he was Junior Counsel on the Board of Inland Revenue. Rowlatt was Junior Counsel to the Treasury (Common Law side) from 1905 to 1912 . Rowlatt was a High Court judge at the King's Bench from 1912 to 1932.

Rowlatt chaired the Indian Sedition Committee , also known as the Rowlatt Committee , in 1918 , which paved the way for the Rowlatt Act in British India . The Rowlatt Act was heavily criticized, led to protests and is notorious in India to this day.

In 1932 he worked for the Privy Council .

Rowlatt chaired a commission on gambling and lottery from 1932 to 1933. During World War II he was the chairman of the General Claims Tribunal .

In 1890 he married Elizabeth Hemingway, who came from a family in Macclesfield .

On October 10, 1912 he was promoted to Knight Bachelor and on November 11, 1918 to Knight Commander of the Order of the Star of India .

Sidney Rowlatt is the great-grandfather of BBC journalist and South Asia correspondent Justin Rowlatt .
