The Siemens-Betriebskrankenkasse ( SBK ) is an open, nationwide company health insurance company based in Heidenheim an der Brenz and headquartered in Munich . The self-governing corporation under public law is the second largest company health insurance fund with over a million insured persons and is one of the 20 largest health insurance funds in Germany. Since January 1, 2010, it has been the legal successor to the Siemens company health insurance fund established on March 2, 1908, and the merged company health insurance fund neue bkk .

history

The SBK was founded on March 2, 1908 as the company health insurance of the United Siemens-Werke in Berlin . The weekly contribution ranged from 27 to 81 pfennigs, depending on the insured person's income, of which Siemens paid a third. At that time the fund had 19,245 members.

Since 1922, the SBK took over the dental treatment of the relatives of its members and paid allowances for their hospital costs. In the summer of 1924, she contracted to pay for the medical treatment of family members. Finally, the SBK offered workers and employees who were members on retirement the opportunity to continue to take out voluntary insurance.

During the Second World War, membership shrank from just under 100,000 in 1939 to just 10,000. Since under the Allied occupation administration the continuation of business activities was only possible in the American and British occupation zones, the SBK moved the main administration to Würzburg in 1949 and from there to Erlangen in 1950 . Since then it has operated as the Siemens company health insurance fund . On August 1, 1955, the head office was relocated to Munich.

After German reunification , Siemens established new company health insurance funds with around 16,000 insured persons at ten East German locations, which merged with the West German parent company on October 1, 1992 together with the Siemens operations in East Germany. When in 1996 all health insurances were granted the right to freely choose the group of eligible members, the SBK initially decided to allow only the relatives of its members to join. On January 1, 1999, the Board of Directors decided to open the SBK completely, after which the number of insured rose to 570,000. In its basic orientation, however, the SBK remains a company-oriented health insurance company. In the same year, the company health insurance companies of DUEWAG , Benteler , Mannesmann Kienzle and, on January 1, 2008, the BKK Kaiser's Tengelmann merged with the SBK. On July 1, 2009, SBK also merged with UPM-Kymmene's company health insurance fund , with which Nordland Papier BKK had already merged. The merger of the new bkk followed on January 1, 2010, and the company's headquarters were relocated to Heidenheim an der Brenz .

Together with 13 other company health insurance funds, SBK founded GWQ ServicePlus AG on November 15, 2007 in order to save costs through shared infrastructure in the areas of information and data management, purchasing and procurement of pharmaceuticals and aids, as well as for the joint development of benefits, insurance and supply offers.

Board of Directors and Board of Directors

The SBK Board of Directors consists of two members and is elected by the Board of Directors. The basic task of the board of directors is the administration of the SBK. It reports regularly to the Board of Directors on the implementation of decisions of fundamental importance, the budgetary situation and the likely development of the same. The board of directors also draws up the budget and forwards it to the board of directors.

The board of directors also annually reviews the operational and accounting management of the entire business operations for the past financial year and appoints the auditor. The annual financial statements are also audited annually and submitted to the Board of Directors for discharge with the audit report. The board of directors is also responsible for checking payment transactions, bookkeeping and social security accounting. He draws up a cash regimen and ensures that contributions are collected. He is responsible for concluding agreements and contracts with SBK suppliers, determining their delivery and paying out accordingly. The SBK staff is also employed by the board of directors.

The SBK board of directors consists of 15 representatives of the insured and 15 representatives of the employers. The members work on a voluntary basis and independently. The administrative board elects the full-time executive board and makes all decisions that are of fundamental importance for the SBK. Among other things, it decides on the statutes and sets the budget.

Key figures

The SBK income statement shows total assets of 643 million euros for the 2014 financial year. The budget of the SBK nursing care fund was EUR 375.9 million. The largest expenditure items were: inpatient care (96.4 million euros), care allowance (52.9 million euros) and outpatient care (31.1 million euros). At around EUR 14.6 million, administrative costs make up a small proportion of the expenditure. Both in their total amount and in the percentage of administrative costs in the contributions of those insured by SBK, they are below the average values. As part of long-term care insurance, expenses totaling EUR 220.2 million were made for 48,900 outpatient and inpatient care cases.

The cash register employs around 1550 people in over 100 branches. It looks after over a million insured persons and over 120,000 employers .

Contribution rates

The general contribution rate under § 241 SGB V and the reduced contribution rate according to § 243 SGB V since the enactment of the Health Fund uniformly on January 1, 2009 for all health insurance and paying members. Following the statutory reduction in contributions on January 1, 2015, the SBK has since raised an income-related additional contribution of 0.9 percent of the contribution-based income, which rose to an above-average 1.3 percent on January 1, 2016 .

The SBK was the only health insurance company to receive a top 3 placement at the German Service Prize 2015 in the insurance category with a good grade .

In the service profile health insurance companies 2013 of the customer monitor Germany , the SBK again took first place among the statutory health insurance companies with a grade of good . In the study of statutory health insurances by the German Institute for Service Quality , it achieved first place in 2013, also with a grade of good . In the magazine Finanztest of Stiftung Warentest , however, the SBK achieved only satisfactory results in 2010 and came in 16th place out of 21 health insurers tested.
