Sopubek Begalijewitsch Begaliew ( Kyrgyz / Russian Сопубек Бегалиевич Бегалиев ; born March 29, 1931 , † October 9, 2002 ) was a Soviet - Kyrgyz economist and politician. He was the founder of the Community of Peoples in Kyrgyzstan , an organization that promotes inter-ethnic harmony, public peace and order, and unanimity. Through his efforts, Begaliev managed to lay the foundation for a strong and peaceful society in the country. Other successor states to the Soviet Union followed the Kyrgyz model.

life and career

Soviet era

Sopubek Begalijew was born in the town of Chon Tash, Chüi region , Kyrgyz SSR near the Kyrgyz capital Bishkek . After graduating from Moscow's Plekhanov Business Academy in 1954, he began his career as an economist at Gosplan , the central committee for economic planning in the Soviet Union. There he rose to the rank of vice chairman in 1960. In 1962 he became Minister of Local Economy and in 1963, following a restructuring of the Ministry, Minister of Local Economy. A year later he returned to Gosplan, where he was appointed "First Deputy Chairman".

In 1968, Begaliev served both as deputy prime minister of the Kyrgyz SSR and as chairman of Gosplan. For two decades he headed the region's economic development agency. During his Soviet career, Begaliev was re-elected six times as a parliamentarian and received the " Order of the Red Banner of Labor " three times . In 1979 he was awarded the title "Honorable National Economist of the Kyrgyz SSR".

Kyrgyz independence

Begaliev was offered the position of Advisor to the President of the Soviet Union on key economic issues relating to Central Asian Republics in 1991. However, he only held this position for a short time due to the collapse of the Soviet Union in the same year. In the same year Kyrgyzstan gained its independence. From 1991 to 1994 he served as an advisor to the Committee on Economic Affairs of the Kyrgyz Republic.

Sopubek Begaliev was elected Chairman of the Council of the People of the Kyrgyz Republic in 1994, the first kurultay (congress) of all ethnic groups in Kyrgyzstan. For the next eight years he worked closely with Max van der Stoel , the OSCE High Commissioner for National Minorities and, since July 2001, with Van der Stool's successor, Rolf Ekeus .

In 1997, Begalijew was awarded the Prestige Order of Manas for his life's work in the service of the public, as well as for his contribution to the promotion of inter-ethnic harmony and also to the promotion of the development of the popular assembly in the now independent Kyrgyzstan . He was awarded the Order of Friendship by Russian President Vladimir Putin in 2001.
