The Austrian State Printing House (OeSD) is a private security printer based in the Austrian capital city Vienna .

history

As a state institution

The Austrian State Printing House is the successor to the Imperial and Royal Court and State Printing House founded by Emperor Franz I in 1804 . After 1918 it was named Österreichische Staatsdruckerei . In 1934 it merged with the printing company of the Wiener Zeitung . From 1938 to 1945 it operated as the Staatsdruckerei Vienna .

In 1997 the Österreichische Staatsdruckerei was converted into a stock corporation and renamed Print Media Austria AG in 1999 . The Österreichische Staatsdruckerei GmbH (OeSD) was spun off from this in 1999 for the purpose of privatization. In 2000, Euro Capital Partners (ECP) acquired OeSD. The Wiener Zeitung, which was previously also produced in the print shop, was spun off in 1998.

As a privately owned company

In 2002 the company moved to Tenschertstrasse 7 in Vienna's 23rd district . A hotel has been located at the old location on Rennweg since 2005. Only the facade of the former building of the state printing house was preserved.

Österreichische Staatsdruckerei GmbH produces all high-security identification documents for the Republic of Austria, such as the security pass with a chip, the ID card, the credit card driver's license and, since the beginning of 2011, the approval certificate in credit card format with a chip (approval card). Since 2006, all Austrian security documents in the high security room of the OeSD have been personalized with the citizens' data and sent to the desired address. OeSD is certified as a “High Security Printer” and produces security products ( passports , stamps ) for customers on four continents.

The Staatsdruckerei is one of the first supporters of the FIDO alliance , which has been developing the Universal Second Factor (U2F) industry standard for generally applicable two-factor authentication since 2013 . In 2017 the state printing company founded the subsidiary youniqx Identity AG. This is where the company bundles its developments for secure digital identities, such as the My Identity App (MIA) digital ID system or the My Identity Check video ID system, as well as a solution for the secure management of digital assets (Chainlock). With the corporate form of youniqx identity AG, international investments and partnerships are also possible.

The sole shareholder of Österreichische Staatsdruckerei GmbH is Österreichische Staatsdruckerei Holding AG. The shareholders of the holding are approximately 47 percent each of the G3 Industrie Privatstiftung by Johannes Strohmayer and the GRT Privatstiftung by Robert Schächter . The Staatsdruckerei Arbeiter Privatstiftung holds 4.9 percent of the shares, the remaining 2 percent is in free float. Since November 2011, Österreichische Staatsdruckerei Holding AG has been listed in the Official Market of the Vienna Stock Exchange in the Standard Market Auction segment.

The supervisory board of Österreichische Staatsdruckerei Holding AG was constituted in 2010 with the following members: Johannes Strohmayer (chairman), the former board member of Volksbanken AG Wilfried Stadler , the former board member of Bank-Austria AG and current main shareholder of Ithuba Capital AG (formerly Montana Capital Financial Services AG) Willi Hemetsberger and two members of the works council of Österreichische Staatsdruckerei GmbH.

Minister of the Interior Maria Fekter justified the tendering of all identification documents to Österreichische Staatsdruckerei GmbH since 2000 in response to a parliamentary question by stating that the State Printing Act - last amended in 2001 - provides for this. On July 10, 2014, the European Commission of the Republic of Austria sent a reminder to the Austrian State Printing Office because of the fact that the award was not subject to tender. In it, it also asked Austria to change the legal provisions that oblige federal authorities to commission the Austrian State Printing Office directly with the secure printing of certain documents. Since the government did not give notice within the prescribed two months how the violation of EU law would be stopped, the Commission brought Austria to the Court of Justice of the European Union. In March 2018, Austria was finally convicted for this awarding practice.

From 2008 until its dissolution in 2010, Ernst Strasser was on the advisory board of the Austrian State Printing Office. Ernst Strasser's former head of cabinet Christoph Ulmer was also a member of the advisory board.

Plaque

In the state printing house there is one of Leopold Grausam sen. Designed memorial plaque for the book printers and resistance fighters Alois Hudec , Gustav Kiesel and Wilhelm Weixlbraun , who were executed by the National Socialists in 1943. From 1963 the memorial plaque was located at the then location of the state printing plant in the 3rd district. After moving to the 23rd district, it was renovated in 2005/2006, whereupon the son of the original sculptor, Leopold Grausam jun. , was involved.
