John Henry Irons develops weapons for the US military.
After his partner Nathaniel Burke set one of these new weapons too high during a demonstration, a senator dies and partner Susan Sparks becomes paraplegic. Burke is released from the US military and Irons leaves the US military to live a gun-free life with his relatives.
However, he experiences that gangsters use the weapons he has developed in a robbery. Irons teams up with Susan Sparks, constructs steel armor with a hammer and fights the gangs as "Steel".
Reviews
Peter Stack wrote in the San Francisco Chronicle on August 16, 1997 that the film was careful with depictions of violence. Shaquille O'Neal is appealing and breathes life into the film. Judd Nelson can be seen in his most boring role to date.
James Berardinelli said on ReelViews that the concept of the film was not bad, but the implementation bordered on embarrassment in places.
