The Drachensee Foundation is a German foundation based in Kiel that provides offers for people with and without disabilities. It is headed by a full-time executive board and an honorary board of trustees.

history

After the systematic registration and murder of people with disabilities during the time of National Socialism , the surviving and newborn people with disabilities were further devalued as "morons" after the Second World War and isolated from the outside world and kept in institutions or psychiatric hospitals . In 1954, parents of children with disabilities spoke up for the first time in Kiel because there was insufficient support and care. Later, similar parenting initiatives developed in many places in Germany , on the basis of which today's Bundesvereinigung Lebenshilfe eV was founded, to which the Drachensee Foundation feels closely connected. In the Schleswig-Holstein state capital, Kiel, this led to the first childcare offer, the youth home at Schützenpark. As the children got older, the first workshop group for young people with disabilities was created in 1961 with the Hammer Jugendhof . In the form of a spin-off from the state capital Kiel, the “Association for the Promotion of Mentally Handicapped Children, Adolescents and Adults eV” was created in 1969, from which the present-day Drachensee Foundation later emerged. In 1975, the workshop at the Drachensee was built at the main location in Hamburger Chaussee and the first residential buildings were moved into. The first own new building of a residential building was completed in 1984. Over time, more workshop locations and residential buildings were added. In the course of these changes, the association founded a non-profit GmbH in 1994 . In 2004 the Drachensee Foundation was created. The association and the non-profit GmbH were merged into this foundation.

The foundation is divided into the areas of Werkstatt am Drachensee, vocational training , residential community, outpatient services as well as quality and communication .

The workshop at the Drachensee offers 620 workshop spaces in 14 companies at three locations. Not all workshop spaces are at the Drachensee Foundation. In more than 30 companies in the general labor market in the city of Kiel and the surrounding area there are several external working groups and around 50 individual external workplaces . Among other things, the foundation operates an outdoor swimming pool and a canteen for the Ministry of Economics, Labor, Transport and Technology of Schleswig-Holstein. The leitmotif of the workshop at the Drachensee is “work as a method - social participation as a goal”. The workshop concludes written workshop contracts with employees with disabilities. A legal relationship similar to an employee is established with the contract . With the help of internal participation planning and our own documentation system , the individual goals and learning steps are agreed, documented and cyclically developed together with the person with disabilities. Participation planning is regularly checked by the “Quality and Communication” department.

Vocational education

In a three-month input method of training is first tested whether a service is suitable as a device for participation in working life. In the subsequent vocational training area, people with disabilities are professionally qualified and they can try out their interests and skills in various workshop areas. Participation lasts 24 months and ends with a certificate. Vocational training follows the principle of lifelong learning . That is why it also offers all workshop employees training courses based on individual participation planning. The area of ​​vocational training also includes a specialist service for company integration, which accompanies the employees in the external workplaces of the workshop at Drachensee or in the area of ​​vocational training on the general labor market . In addition to care and support, the main objective is a secure transition into the general labor market. In order to offer support and care to people with severe multiple disabilities and to relieve relatives, the Drachensee Foundation is offering a day care center at the beginning of 2013.

Living

Living together for people with and without disabilities in Kiel

A total of 203 places are available in eleven residential buildings. The residential buildings vary in size and are distributed decentrally across the city. In the spirit of the Drachensee Foundation, living for everyone means being at home. This also means for people with disabilities to experience as much self-determination and independence as possible in everyday life. The residential association offers residential training and has developed its own concept for this. Residential training is a development-promoting offer for those who formulate a life in their own apartment with outpatient care as a possible goal for themselves. Internal participation planning is also carried out in the housing association and data is collected using its own documentation system, which is repeatedly evaluated as part of quality assurance . In order to realize contemporary living with others, the Drachensee Foundation and the La Vida Foundation have jointly initiated a pilot project in downtown Kiel. Seniors and people with disabilities live in the same neighborhood in a shared house in their own apartments.

In order to further develop inclusive living, the state capital Kiel is currently planning the “Hof Hammer inklusiv” model process. On an area of ​​around four hectares, an attractive quarter based on inclusive and ecological histories is to be realized for the first time .

Outpatient services

In the outpatient area about 400 people with disabilities and their families are supported. So that people with disabilities can live in their own apartment, the Drachensee Foundation provides individual support services for everyday practical activities. The main concern is "the promotion and stabilization of the individual's ability to act so that self-realization and participation can succeed". The Drachensee Foundation also offers a specialist educational service, the so-called Offene Hilfen Kiel (OHK). These are flexible support services for children, adolescents and adults. This includes the offers of school support, family support services or trips to vacation. In addition, Offenen Hilfen Kiel is responsible for supervised primary schools and open all-day schools at primary schools and support centers (Ellerbeker School, Lilli-Nielsen School, Wellsee Primary School) with a total of approx. 430 students (as of August 2017).

Quality and communication

The area of ​​quality and communication is an internal area in which various cross-sectional tasks are bundled. This includes project management , quality management , press and public relations including internal communication , concept development, fundraising , occupational safety, volunteer coordination , scientific collaborations , practical research projects and specialist conferences as well as the art and culture workshop and studio gallery "artegrale".

In addition to the areas mentioned, the foundation also has subsidiaries , including the three integration companies TransFair GmbH , Kabeltechnik Kiel , Freistil im Lessingbad and participations in other organizations.

leisure offers

In order to enable participation in leisure time, relatives are sometimes also involved. There is a football club and a bowling leisure club for over 40 years . The Drachensee Photo Club designs joint projects and exhibitions and maintains its own website. A sailing ship is also operated on a voluntary basis. The yacht "Traumdrache" was built in 14 years and has been offering people with and without disabilities shared sailing experiences on the Baltic Sea since 2004.

Codetermination and participation goal

With the sentence “Not about us without us”, people with disabilities express their thoughts on participation .

For the employees in the workshops there is a workshop council based on the workshop participation regulation . The Drachensee Foundation has also had a residential advisory council for residents for a long time, while the legal obligation to do so was only issued in 2011. Both bodies are self-organized and can access assistance services if necessary. In addition, there is a relatives' advisory board which represents the parents, relatives and legal guardians .

The aim is "to minimize dependencies and to support people with disabilities in leading their lives independently in their district, at work and in their free time". Overall, conditions are to be created for equal participation in life in society.

Networking and activities in the community

With the Institute for Inclusive Education, the Drachensee Foundation qualifies people with disabilities as educational specialists so that they can impart their own expertise to technical colleges and universities. As a result, people with disabilities themselves conduct regular educational offers about the living environments and specific needs of people with disabilities. In Schleswig-Holstein, the educational specialists work at the Christian-Albrechts-Universität zu Kiel , the Europa-Universität Flensburg , the Kiel University of Applied Sciences , the Altenholz University of Applied Sciences for Administration and Services and the Institute for Quality Development in Schleswig-Holstein schools. There they hold seminars so that students , teachers, specialists and managers receive first-hand knowledge about people with disabilities. As qualified educational specialists , they switched from a workshop for disabled people to secure jobs in the general labor market at the institute. This is the first time that the institute is creating jobs for people who are considered mentally handicapped in the university world. The Institute for Inclusive Education is now an affiliated scientific institution of the Christian Albrechts University in Kiel. Jan Wulf-Schnabel is the managing director .

The board member Jan Wulf-Schnabel is among other things active in the association council of the Schleswig-Holstein parity . On the premises of the Werkstatt am Drachensee there is a flower market every spring and a Christmas bazaar in winter before the first Advent. Since 1992, the Drachensee Foundation has been offering an integrative painting course for people with and without disabilities in cooperation with the Kiel Adult Education Center. The Drachensee Foundation participates in the integrative theater in the Werftparktheater Kiel. In order to promote the topic of inclusion in public, people with disabilities from the Drachensee Foundation take part in the annual Krach-Mach-Tach, initiated by the Schleswig-Holstein State Commissioner for People with Disabilities.
