In this event, six teams played in two groups of three in the " everyone against everyone " mode .

The teams that finished 1st and 2nd in their group after the preliminary rounds qualified for the semi-finals. The losers in the semi-finals played a game for third place and the winners in the final for the title.

The teams in third place played a game for fifth place.

The preliminary round began on February 4, 1981 with the opening game Czechoslovakia against Yugoslavia in the Dortmund Westfalenhallen . The tournament ended on February 8th with the final between the Soviet Union and the Federal Republic of Germany in the same place.
