After various posts as an officer and staff officer , he was successively head of the staff department, head of the operations department and finally deputy commander of the Kopassus special unit (Komando Pasukan Khusus) between 1988 and 1992 . In 1994 he was first Chief of Staff and then as Major General (Mayor Jenderal) in 1996 as the successor to Major General Wiranto commander of the Jaya Regional Military Command in Jakarta (Daerah Militer Jaya / Jayakarta Comando) . He held this post until 1997, after which he was succeeded by Major General Sjafrie Sjamsoeddin . In 1997 he retired as Lieutenant General (Letnan Jenderal) from active military service.

Sutiyoso as governor of Jakarta

On October 6, 1997, Sutiyoso took over the post of Governor of Jakarta as the successor to Soerjadi Soedirdja . He held this for ten years until October 7, 2007 and was then replaced by Fauzi Bowo . On December 13, 1999, 4,000 fighters from the Front of Defenders of Islam FPI ( Front Pembela Islam ) occupied the office of the Jakarta Regional Government for more than ten hours and asked Governor Sutiyoso to close all discos, cinemas, restaurants and massage parlors during the month of Ramadan close. The action came in response to a government decree that provided that entertainment venues would only close during the first two days of Ramadan. After a long meeting with the FPI, which was also attended by the police chief Nugroho Jayusman, the governor declared his support for the demands of the FPI and banned the opening of the entertainment venues for the entire month of Ramadan in a circular. The governor's concession was a brilliant strategic success for the FPI, especially since the FPI issued a circular to close the amusement parks in Jakarta in Ramadan the next year. In early 2001, however, under pressure from the entertainment industry, Sutiyoso revised the rules regarding opening times in Ramadan and allowed the pubs in question to reopen in the evening. The FPI responded by threatening to enforce a total ban. In October 2003, the FPI sent the governor of Jakarta a letter in which it again requested the closure of all entertainment venues during Ramadan and the first week of Shawwāl . After Megawati Sukarnoputri was elected president in 2002 , as governor of Jakarta he had a high fence with guarded gates built around Freedom Square ( Medan Merdeka ) . Visitors can enter the square for free, while street vendors, homeless people, beggars and other socially marginalized groups are excluded.

At the same time he was the successor of the South Korean Kang Young-joong between 2005 and his replacement by the Japanese Katsuto Momii in 2011 as President of the Asian Badminton Federation BAC ( Badminton Asia Confederation ) . He was also President of the Amateur Radio Organization of Indonesia ORARI (Organasi Amatir Radio Indonesia) from 2006 to 2011 . On April 13, 2010, he replaced the former Minister of State for the Advancement of Women Meutia Hatta as chairman of the PKPI (Partai Keadilan dan Persatuan Indonesia) party and held this position until he was replaced by Isran Noor on June 15, 2015.

Sutiyoso himself last succeeded Lieutenant General Marciano Norman as head of the state intelligence agency BIN (Badan Intelijen Negara Indonesia) on July 8, 2015 and held this post until September 9, 2016, after which he was succeeded by the former police general Budi Gunawan .
