Sven Simon (lawyer)
Sven Simon (born October 9, 1978 in Lahn - Wetzlar ) is a German legal scholar , university professor and politician ( CDU ). Since December 1, 2016, he has held the chair for international law and European law with public law at the Philipps University of Marburg . He has been a member of the European Parliament since the European elections on May 26, 2019 . He belongs to the Group of the European People's Party .
education and profession
Simon studied law at the Justus Liebig University in Giessen and at the University of Warwick (England). In 2003 he obtained the 'Certificate in English Law'. In 2005 he finished his studies with the first state examination in law.
Scientific career
During his doctorate, Simon spent research stays at the Max Planck Institute for Comparative Public Law and International Law in Heidelberg, at the European Commission in Brussels and at the World Trade Organization (WTO) in Geneva. He was supported by the Hanns Seidel Foundation with a doctoral scholarship. In 2009, Simon received his doctorate from the Law Faculty of the Justus Liebig University in Giessen. In his dissertation he dealt with the "Liberalization of services of general interest in WTO and EU law".
Simon spent his legal clerkship at the regional court in Giessen with positions at the Federal Ministry of Economics and Technology in Berlin, in the law firms Weber-Yacobovitch-Feder in Tel Aviv (Israel) and Freshfields Bruckhaus Deringer in Frankfurt am Main and as an assistant attaché in the Permanent Mission of the Federal Republic of Germany Germany at the United Nations in New York . In 2010 he passed the second state examination in law.
From 2010 to 2015, Simon was employed as an academic advisor at Thilo Marauhn's chair for public law, international law and European law. In 2011 and 2014 he was visiting professor at the Law School of the University of Wisconsin in Madison (USA).
Habilitation period and first chair
In 2015 he received his habilitation with a thesis on the “Limits of the Federal Constitutional Court in the European Integration Process”. He was awarded the license to teach ( Venia Legendi ) in the subjects of public law, European law, international law and international business law. From October 2015 to September 2016 he was visiting professor for public law at the Free University of Berlin as a deputy professor for Philip Kunig . In July 2016, Simon received a call to the Philipps University of Marburg . Since December 1, 2016, he has held the Chair of International Law and European Law with Public Law.
Since 2011 he has been a member of the federal executive board and since October 2017 deputy federal chairman of the German Society for the United Nations . V. Professor Simon advises international government and non-governmental organizations on various levels and acts as a process observer and advisor in numerous development cooperation projects.
Volunteering
Simon joined the Junge Union and the CDU in March 2000. Since then he has been volunteering in various functions. He is deputy district chairman in the district association Gießen and in the regional technical committee for Europe, was municipal representative in Buseck for 10 years and since 2006 a district representative in the district Gießen (since 2011 as deputy district chairman and deputy chairman of the CDU district parliamentary group). In 2018 he was honored with the bronze badge of honor for his more than twelve years of membership in the district council.
Simon has been Deputy State Chairman of the Europa-Union Hessen for many years and has been a member of the Federal Board of the German Society for the United Nations since 2011 (since 2017 as Deputy Federal Chairman).
In 2017 he was elected head of the European Academy of Hesse.

Varia
In an Hr-info broadcast on May 6, 2020, Simon commented on the conflict of competencies between the EUGH and the BVerfG after the so-called ECB judgment of the Federal Constitutional Court of May 5, 2020. He explains the self- image of both courts and explains that the dispute between both Courts follows a long chain of decisions. Basically it is not an "impossible" what the Federal Constitutional Court is demanding of the European Central Bank, but "something self-evident": as an independent body, the ECB (in connection with the principle of proportionality) has to explain its actions. At the end of the day, Simon advocates an institutionalized dialogue process between the Federal Constitutional Court and the ECJ, so that it is documented for all Union citizens that the two courts spoke to one another before the judgment was pronounced.
