The team was founded in its current form in 2005 by six-time Canadian Champion Linda Jackson . The team has its roots in the local team Palo Alto Bicycle Shop, founded in 2002 . Since 2006, the team has been called Tibco-To The Top, following the main sponsor, the Palo Alto-based software company TIBCO and the team operator To The Top LLC , after the addition of a second name sponsor in 2015, Tibco-svb .
The team has been licensed by the UCI as a UCI Women's Team since 2010 and also takes part in European races.
