The Theodor-Heuss-Ring is a section of the federal highway 76 in Kiel . He gained national attention through measurements of high concentrations of the toxic nitrogen dioxide , which regularly exceed the limit value.

Traffic situation

With 97,000 cars per day in the southern section and 90,500 in the northern section in 2007, the road is one of the busiest traffic routes in Kiel. It leads through several traffic junctions in only a short distance.

The traffic development plan for Kiel of 2008 describes the Theodor-Heuss-Ring as "along its entire length [...] a heavily used four-lane main road". Plans were made to reduce the number of visitors in the southern section to 85,000 by 2020. According to the plan, further improvements would facilitate safety and traffic flow as well as improve the downstream network. Such measures would be more lanes as well as tunnels and bridges.

The Waldwiesenkreuz is a hotspot with eight accidents in 2017 (2015: 11).

history

In 1964, what was then Friesenstrasse was renamed Theodor-Heuss-Ring after the first Federal President and honorary citizen of the city, Theodor Heuss . At the same time, an extension was so named. The road was subsequently expanded. In 1973 the former Segeberger Strasse was also merged into the Theodor-Heuss-Ring, which is how the route to the Ostring was named.

A measuring station has been located between the Barkauer Kreuz and the Waldwiesenkreuz since May 18, 2011 in order to determine possibly high concentrations of air pollutants. Among other things, nitrogen dioxide is measured , which is particularly dangerous for the lungs of children and adolescents and can exacerbate allergies .

The EU guideline value for the mean nitrogen dioxide concentration of 40 µg / m³ is regularly exceeded here.

The measuring station is supplemented by several passive collectors that confirm the measured values. At the same time, these show that the south side of the carriageway is not so heavily loaded and that the limit values ​​are observed even at a short distance from the carriageway.

Nearby is the Bahnhofsstrasse measuring station , where the limit value of 40 µg / m³ will be just exceeded from 2015 to 2017; according to preliminary data, it was not exceeded in 2018 with 39 µg / m³. Before 2012 the value was over 50 µg / m³.

Due to the exceedance at the measuring station on Theodor-Heuss-Ring, Deutsche Umwelthilfe filed a lawsuit with the Schleswig Administrative Court in December 2017 . The complaint was made because so far insufficient measures to lower the nitrogen dioxide concentration (such as a city ​​toll , more speed limit zones and fewer parking spaces, as well as driving bans ) have been taken. Since the administrative court declared that it had no jurisdiction after a year, the matter was handed over to the Schleswig Higher Administrative Court .

After the city and Prime Minister Daniel Günther initially suspected the emissions from the chimneys of the cruise ships to be a contributory factor, the environmental protection agency made it clear that there was no connection.

The parliamentary group leader of the CDU in the Schleswig-Holstein state parliament Tobias Koch criticized the location of the measuring station, which would not comply with the legal requirements. The country “over-fulfilled” the EU requirements. According to reviews of the Kieler Nachrichten , the location meets the requirements.

Although Mayor Ulf Kämpfer had criticized driving bans as "disproportionate" in December 2017, the city had plans in December 2018 to ban old diesel vehicles from driving on the right. The city is also planning to divert trucks and create a 50 km / h zone . Deutsche Umwelthilfe rejected the plans as "ridiculous and dubious".

In February 2019, an air cleaning device was set up on the edge of the road for test purposes. The positioning, 40 m away from the measuring station, led to irritation and also blocked a cycle path .

In March 2019, the city's measures were specified: Among other things, the maximum speed is to be reduced to 50 kilometers per hour between the beginning of the Easter holidays and the end of the summer holidays. In addition, as of April 16, 2019, several entrances and driveways (Ratzeburger Strasse, Dithmarscher Strasse, Krusenrotter Weg, Dorotheenstrasse, Lübscher Baum) were completely blocked, with the entrance to Bahnhofstrasse only being blocked for trucks that are to be diverted as a whole.

A possible right-hand driving ban was postponed until it was possibly included in the new clean air plan. An improvement in safety for cyclists is also planned. In addition, titanium oxide stones are also laid to bind harmful substances. In total, the measures cost just over 2 million euros.

According to the operator, the test of the filter system was successful. The measured values ​​themselves have been reduced to a fifth. However, this reduction only relates to the measurement results on the cleaning system itself. The operator assumes that with six city air purifiers of this type, the nitrogen dioxide pollution can be reduced by around ten percent over the 190 meters in question.

Unilateral lockdown during the demonstration

On April 26, 2019, there was a demonstration against cars in the city in Kiel , at which more than 1,600 participants protested for a traffic turnaround and a better quality of life in the city. This resulted in a partial closure of the northern lane of the Theodor-Heuss-Ring, which was criticized by several politicians and the ADAC automobile club , while the ADFC bicycle club supported the goals. A sit-in by almost 70 people on the sidelines of the demonstration delayed the lifting of the road block for several hours. The traffic disruptions feared in advance for the surrounding area as a result of the demonstration did not occur.
