Thomas Bagger (born October 21, 1965 in Lüneburg ) is a German diplomat and ministerial director . Bagger is currently the head of the foreign policy department in the Federal President's Office .

Life

The son of the former inspector general of the Bundeswehr, Hartmut Bagger , completed training as a reserve officer in the Bundeswehr after graduating from high school in 1984 . After graduating in 1986, he began to study political science at the Ludwig Maximilians University in Munich , which he graduated in 1992. During this time he also completed a degree in International Relations at the Institut d'études politiques de Paris (SciencesPo) between 1988 and 1989 and then from 1989 to 1990 a degree in Administration and Politics at the University of Maryland, College Park , with which he finished with a Master of Arts (MA). He then worked as a research assistant at the Science and Politics Foundation (SWP) between 1990 and 1992 . In 1992 he completed his doctorate at the Ludwig Maximilians University in Munich with a dissertation on "Strategic Technologies", international economic competition and state intervention. An analysis of the developments and contradictions using the example of the semiconductor industry .

career

In 1992 Bagger started the preparatory service for the higher foreign service. In the Foreign Office, he initially worked in the policy department of the European Department and in 1995/1996 as a speechwriter for Foreign Minister Klaus Kinkel . From 1996 to 1998 he was a press and political advisor at the German Embassy in Prague. From 1999 to 2002 he worked as a speechwriter for Federal Foreign Minister Joschka Fischer in the ministerial office of the Foreign Office in Berlin . From 2002 to 2006 he worked in the political department and in the press department at the German embassy in Ankara and from 2006 to 2009 as political envoy at the German embassy in Washington, DC .

From 2009 to 2011 Bagger was the office manager of the Federal Foreign Minister Guido Westerwelle . From the summer of 2011 to the beginning of 2017, he headed the planning staff of the Foreign Office in Berlin, since the end of 2013 under Federal Foreign Minister Frank-Walter Steinmeier. There he was responsible for a fundamental review of German foreign policy with the “Review2014” project, which was followed by a reorganization of the Foreign Office. In March 2017, he moved to the Office of the Federal President with the new Federal President Frank-Walter Steinmeier , where he heads the Foreign Policy Department.
