Alex Swan is a bomber who sees his "work" as art. Detective Nettles tracks him down, but can only arrest Swan's girlfriend. To get rid of them, Swan announced new bomb attacks. Nettles works with bomb expert Frank Glass to finally bring down Swan. To do this, they released his girlfriend as a decoy.
