Tom Clancy's Splinter Cell: Blacklist is the seventh part of the Splinter Cell series , which was released in September 2013 for Windows , PlayStation 3 , Xbox 360 and Wii U. The game was developed and published by Ubisoft .
Like its predecessors, Blacklist is a stealth shooter . The player takes on the role of the American agent Sam Fisher again. In this title, protagonist Sam Fisher is the head of a newly formed and top secret unit called 4th Echelon . With the help of this he has to stop a group of terrorists called "The Engineers", who are giving the USA an ultimatum through the "blacklist" and carrying out more and more serious terrorist attacks, at all costs, before the blacklist countdown reaches zero.

After Andersen Air Force Base was attacked, a terrorist group called "The Engineers" committed to the attack. After this attack, according to the confessional video, another one should follow every seven days until their demand for the withdrawal of all US troops from all areas of operation is met. All of these attacks are part of the so-called "blacklist" and each attack has a name which indicates the target: America's consumption, America's freedom, America's gasoline, America's blood and America's dust. In order to be able to combat these attacks effectively, Fourth Echelon (4E) was launched. Sam Fisher is named Unit Leader by the President. Other members of the team are Anna "Grim" Grimsdottir, Charlie Cole and Isaac Briggs. Fourth Echelon uses a modified transport aircraft, the "Paladin", as its base of operations.
As the plot progresses, it turns out that the Engineers' alleged aim to get all US troops to withdraw was just an excuse to cover up their real intent. The aim of the attack on the Air Force Base on Guam was to obtain access codes for the "Bunker F" in Denver and the blacklist attacks as such were aimed at triggering a directive according to which the US management staff in safety and all Secret documents in "Bunker Facility F" should be secured. In order to lay the wrong track, the engineers leave behind information suggesting Dallas as the next target. In the latest attack, "America's Gasoline", Sam succeeds in interrogating a leader of the Engineers and learns that Denver is the Engineers' next target, not Dallas.
After the directive has been triggered, the bunker is taken by the engineers. Arriving in Denver, Sam and Briggs enter the bunker separately and Briggs is later captured. In order to gain access to the secret information, the defense minister is tortured by the engineers. After his finger was amputated and later his hand too, he agreed to grant the terrorists access to the data. In order to prevent the terrorists from gaining access to the data, Briggs kills the Secretary of Defense under the rights of Fifth Freedom. When his plan failed, Majid Sadiq, the leader of the Engineers, tried to escape the facility with the help of the hostages. In the final battle between Sam and Sadiq, Sam wins this one and Sadiq is captured, but officially declared dead. Since Sadiq was the leader, but a total of twelve nations are behind the Engineers, "America's Dust" is still outstanding.

On June 4, 2012, the developer Ubisoft officially announced the latest installment in the game series entitled Splinter Cell: Blacklist at E3 .
Splinter Cell: Blacklist in the Windows version uses the graphics technology HBAO + developed by Nvidia graphics technician Louis Bavoil, a further development of the Horizon Based Ambient Occlusion , which is used to calculate realistic shadows cast by objects and helps the display to achieve greater optical depth. In addition, all relevant anti-aliasing modes have been integrated with FXAA , MSAA , SSAA and TXAA .
