The trovicor GmbH is a company specializing in surveillance technology company headquartered in Munich with offices in Dubai , Islamabad ( Pakistan ) and Kuala Lumpur ( Malaysia ).

The company was originally founded in 1993 as the Voice and Data Recording division of Siemens AG. As part of Siemens Networks, this division was incorporated into the joint venture Nokia Siemens Networks (NSN) on April 1, 2007 under the new division name “Intelligence Solutions”. NSN in turn sold the business area as part of a transfer of operations on March 31, 2009 to the Munich financial investor Perusa Partners Fund 1 LP.

Products and customers

The core product is the "Monitoring Center" (formerly "Siemens Monitoring Center"), with which extensive interception measures are possible in telecommunication networks . Trovicor's products are only sold to government agencies.

Controversies, Big Brother Award

On June 22, 2009, the Wall Street Journal reported that NSN had sold surveillance technology to the Iranian state telecommunications monopoly and that it was being used in the suppression of the Iranian people. In particular, deep packet inspection would also be used. In the controversy that followed, NSN denied selling Deep Packet Inspection to Iran. In particular, Monitoring Center was only sold to Iran at the end of March 2009, that is, in close proximity to the transfer of the business area to Perusa Partners.

According to a report in the Guardian newspaper , after sales of surveillance technology became known, Nokia products were, in some cases, massively boycotted in Iran.

NSN and trovicor received a Big Brother Award in the business category in October 2009 .

According to the US magazine Bloomberg Markets , the human rights activist Abdulghani al-Chanjar was arrested in August 2010 after he was monitored by security forces in Bahrain using the software "Monitoring Center" from trovicor.

In March 2013, Reporters Without Borders declared Trovicor and four other companies an enemy of the internet.

In 2015, Privacy International published deliveries from Trovicor to Pakistan.
