The 7th U-19 European Women's Football Championship was held in Finland from July 28 to August 8, 2004 . Spain won the tournament by a 2: 1 victory over Germany . Curiously, Germany won the duel 7-0 in the preliminary round. For Spain it was the first tournament victory. While Austria failed to qualify for the finals, Switzerland and defending champions France were eliminated in the group stage. Players born on January 1, 1985 or later were eligible to play. The top scorer was Anja Mittag from Germany.

39 nations had registered for this tournament. Finland was automatically qualified to host, while Germany and Denmark were given a bye for the first qualifying round. The remaining 36 national teams were divided into nine groups of four teams each. The group winners and runners-up reached the second qualifying round. The 20 remaining teams were divided into five groups of four teams each. The group winners and the two best runners-up qualified for the final tournament. Finland was also the host.
