The finals of the 17th European Women's Under-19 Football Championship took place in Norway in July 2014 . Eight teams competed against each other first in a group stage in two groups and then in the knockout system . Players born on January 1, 1995 or later were eligible to play. For the first time Albania, Malta and Montenegro took part in the qualification. Ireland was able to qualify for the finals for the first time. The tournament winners were the Dutch women for the first time, who received a new cup that replaces the old, smaller cup after 12 years.

At the final round, the eight teams formed two groups of four teams each. In the group stage, each team within the group played once against each other. There were three points for a win and one point for a draw. After the preliminary round matches, the group winners and runners-up qualified for the semi-finals.

If several teams had equal points in the group matches, the positions were initially determined based on the larger number of points from the direct encounters . If this was the same, first the goal difference and then the number of goals scored in the direct matches were compared. If two or more teams were still tied, the next criteria were the goal difference from all games and then the total number of goals scored. The last criterion was the fair play rating .

From the semi-finals onwards, the tournament was continued in the knockout system . Games that draw ended after regular time would be to ten minutes twice extended Service. If no winner had been found after extra time, the decision would have been sought on penalties . Neither was necessary, however, as all games were decided in regular time. The regular playing time for all games was 45 minutes twice.

qualification

Norway was automatically qualified to host. The remaining 47 registered national teams were divided into eleven groups of four teams each on November 20, 2012. Germany , England and Spain received a wildcard for the second qualifying round as the teams top three in the UEFA rankings.

The games took place between September 21 and 26, 2013. Austria hosted Group 1 and won it with three wins (8-0 against Israel, 2-0 against Azerbaijan and 5-0 against Croatia). Switzerland was also successful in Group 11 (3-1 against Northern Ireland, 8-0 against Latvia and 2-0 against Ukraine). The group winners and the 10 best runners-up in the group automatically reached the second qualifying round (elite round), which was held in April 2014. The 21 teams plus Germany, England and Spain were divided into six groups of four teams each for the second qualifying round. The six group winners and the best runner-up qualify for the final tournament in Norway.

In the elite round, which was drawn in Nyon on November 20, 2013 , Germany met Belgium, the Czech Republic and the Ukraine in Group 4. At the end of the elite round, Germany came in second. A 4-1 win against the Czech Republic, a 7-0 win against Ukraine and a 1-0 defeat against Belgium were not enough to win the group or qualify as the best runner-up in the group for the finals. The same thing happened with Switzerland in Group 1 with two wins (5-0 against Belarus and 2-1 against Portugal) and a 0-1 defeat against hosts Spain. In Group 5 Austria had only scored one point (1: 1 against Turkey), after two defeats against Ireland (0: 1) and the Netherlands (1: 4). The French defending champions were also eliminated early.

The top scorer of the overall competition was the Swede Stina Blackstenius with 12 goals, 10 in the qualification and 2 in the final round.
