Udo Beer

Udo Beer (born May 17, 1954 in Heide ) is a German lawyer and financier who has been professor of business law and taxation at the Kiel University of Applied Sciences since 1996 . From 2008 to 2020 he was President of the University of Applied Sciences.

Career and professorship

Udo Beer was born in Heide on May 17, 1954, the first of three siblings. In 1966 his family moved to Fehmarn , where he graduated from high school in 1973.

In 1976 he began his training as a financial candidate at the Oldenburg tax office and then worked for two years at the regional finance office in Kiel. Beer then began studying law at Kiel University , which he completed in 1984 with the first state examination in law. He then worked as a trainee lawyer in the district of the Schleswig Higher Regional Court until 1989. That year he completed his second state law examination . In addition, he passed an examination to become a qualified financial economist (FH) and qualified as a qualified lawyer at Kiel University until 2003 .

From 1989 onwards, Beer worked for seven years as in-house counsel for the Schleswig-Holstein Chamber of Pharmacists and Managing Director of the Schleswig-Holstein Pharmacists Supply, during which time he helped to structure the pension scheme for pharmacists in Schleswig-Holstein on a sustainable basis.

In 1996 he was offered a professorship for business law and taxation at the Economics Department at Kiel University of Applied Sciences. His main research interests at the Kiel University of Applied Sciences include the development and operation of professional pension funds and other old-age pension systems.

From 1998 to 2004, Beer was vice dean of the department and was subsequently elected dean until 2007. This was followed by a time as Vice President. From July 1, 2008 to June 30, 2020, Beer was President of the Kiel University of Applied Sciences for two electoral terms. At the end of his term of office, Prof. Björn Christensen succeeded him as President.

Acting as president of the university of applied sciences

As President of the Kiel University of Applied Sciences, Beer campaigned for student support, quality teaching and sustainable competitiveness:

As an important step on this path, he initiated the discussion on the vision and guiding principles of the university and introduced it as a basic element for a quality management to be developed with the participation of self-administration. With the aim of system accreditation, he supported comprehensive quality management in order to regain the autonomy for the further development of courses and the university as a whole. In 2014, the Kiel University of Applied Sciences was one of the first 20 system-accredited universities in Germany.

Initiated by him, the "Interdisciplinary Weeks" were introduced at the Kiel University of Applied Sciences, in which the students work on interdisciplinary projects on practice-oriented projects over two weeks per semester. For this, the Kiel University of Applied Sciences has been awarded the title “University with a Future”. The Center for Learning and Teaching Development (ZLL), as well as the introductory program INSIDE for full-time teachers and corresponding offers for learning techniques and self-management for students arose from the considerations on special didactic requirements at a university of applied sciences.

To improve the financial framework, he successfully recruited donors in the poorly industrialized Schleswig-Holstein and as a result was able to realize the Germany grant for the Kiel University of Applied Sciences, which awards grants for students.

In order to support applicants, he brought the preparatory college to the Kiel University of Applied Sciences and in 2008 he built his own building. Today, numerous foreign applicants acquire their university entrance qualification there.

The higher education pact of the state of Schleswig-Holstein was essential for the loyalty of the state children to the universities of the state. Together with others, Beer played a key role in making it happen. In the following years he negotiated successful target agreements for the Kiel University of Applied Sciences with the state of Schleswig-Holstein. During his aegis at the Kiel University of Applied Sciences, the two years of high school graduation and the rush due to the elimination of compulsory military service and a. created a number of new courses, which has allowed the university to grow considerably.

To ensure the sustainable development of the Kiel University of Applied Sciences, he founded the "FH Kiel Foundation", which is supposed to support those developments at the university that cannot be funded by state funds. As President of the University Rectors' Conference of the State of Schleswig-Holstein, he pursued the balance of interests of all universities in the state. This included the fact that instead of competing between the universities in Schleswig-Holstein, he always tried his best to cooperate and promote communication. At the end of Beer's presidency, Daniel Günther paid tribute to this work with the words: The strong growth of the universities of applied sciences in Schleswig-Holstein also bears your signature . His commitment to sustainable growth related not only to his own university of applied sciences, but to the entire scientific landscape in Schleswig-Holstein.
