Ugo Mifsud Bonniċi

Ugo Mifsud Bonniċi (born November 8, 1932 in Cospicua , Malta ) is a Maltese politician and was President of Malta from 1994 to 1999.

Studies and professional activities

Mifsud Bonniċi studied law at the Royal University of Malta , where he obtained a Bachelor of Arts in 1952 and a Doctor of Laws (LL.D.) in 1955. After completing his studies, he practiced as a lawyer and was admitted to all courts in Malta.

Political career

MP

In 1966 he ran for the first time successfully for the NP in the parliamentary elections, following in the footsteps of his father Carmelo Mifsud Bonnici, who was also a lawyer and from 1924 to 1933 member of parliament for the DNP and later the NP.

From 1966 until his resignation as a member of parliament on April 4, 1994, he was representative of constituency 2, which included the cities of Cospicua , Vittoriosa , Senglea , Kalkara and Fgura . From 1972 to 1987 he was spokesman of the NP for education and 1977 president of the party council. As a member of parliament, he took an active role in legislation and was a member of several committees such as the Constitutional Committee. This drafted the constitution of the Republic of Malta proclaimed on December 13, 1974.

After the NP's victory in the parliamentary elections on May 9, 1987, the then Prime Minister Edward Fenech Adami appointed him Minister of Education. In addition to education, the department also included the environment, radio, culture, youth, museums and sport. In 1990, as part of a cabinet reshuffle, he became Minister of Education and Internal Affairs.

After the renewed victory in the NP in the parliamentary elections on February 22, 1992, he was appointed Minister of Education and Human Resources by Prime Minister Fenech Adami. He held this office until he was elected President of the Republic of Malta.

During his tenure as minister, Mifsud Bonniċi drafted important laws such as the Education Act, the Environment Act, the National Archives Act and the Act on Promoting Occupational Health and Safety.

President of the Republic of Malta

On April 4, 1994, Ugo Mifsud Bonniċi became President of the Republic of Malta as the successor to Censu Tabone. He then held this office until the end of his five-year term and was replaced on April 4, 1999 by the previous Deputy Prime Minister and Foreign Minister Guido de Marco .

Like his predecessors as President Paul Xuereb and Anton Buttiġieġ , Mifsud Bonniċi was also a writer. The articles he published in several daily newspapers were later published in two books. In addition, he was editor of the literary magazine "Malta Letterarja" for several years.
