Ulrich Preis (born June 1, 1956 in Wuppertal ) is a German legal scholar and professor at the University of Cologne .

Life

After graduating from the Humboldt-Gymnasium in Düsseldorf and training as a banker, Preis studied law from 1978 to 1983 in Regensburg and Cologne. After passing the first state examination in law with "very good" he was accepted as a scholarship holder in the German National Academic Foundation . At the Faculty of Law at the University of Cologne , Preis received his doctorate in 1986 with the thesis "Principles of the right to terminate employment relationships", which had a strong influence on the development of the law on protection against dismissal in Germany. After passing the second state examination in law, he became assistant to Peter Hanau in 1988in Cologne. His habilitation took place there in 1992 with the text "Basic questions of contract design in labor law ". In 1993 he received his first professorship at the Universities of Düsseldorf and Hagen . Since 2001 he has been director of the Institute for German and European Labor and Social Law at the University of Cologne. In 2007 he turned down an offer from the University of Trier as director of the Institute for Labor Law and Industrial Relations in the European Community. From 2008 to 2015 he was a member of the University Council of the University of Cologne. In May 2013 he was awarded an honorary doctorate from the National and Kapodistrian University of Athens . In 2015 and 2019 Preis was elected Dean of the Law Faculty of the University of Cologne.

Ulrich Preis was a member of the government commission of the state of North Rhine-Westphalia for the reform of the public service from April 2001 to the end of 2002 . He is chairman of the Society for the Promotion of Social Law Research, founded in 2002 and based in Cologne. Since 2006 he has been a board member of the Association of Labor Law Teachers and since 2011 Vice President of the German Labor Court Association. From 2015 to 2019 he was the independent chairman of the Labor Law Arbitration Commission in the area of ​​the Evangelical Church and Diakonie in Rhineland-Westphalia-Lippe (ARS-RWL).

A particular research focus of Ulrich Preis is the improvement of the codification of labor law. After the reunification of Germany in 1990 he called for the all-German codification of labor law. As a member of the “German legal entity in labor law” working group, he designed a draft for the codification of employment contract law in 1992, which was presented to the German Lawyers' Association . In 2007 he - together with Martin Henssler - submitted a renewed draft for discussion of an employment contract law, which the German Society for Legislation eV awarded first prize in April 2007. The bills have received a lot of international attention, but have not been fully implemented in Germany. However, many partial regulations were adopted. The proposal to reorganize the fixed-term employment contracts (together with Thomas Dieterich ) was almost completely adopted by the German legislature (today: WissZeitVG).
