history

East Timor had been occupied by Indonesia since 1975 . After 34 years of war, the population was to decide on the independence of East Timor in a referendum on August 30, 1999 .

The Forum Persatuan Demokrasi dan Keadilan (FPDK, German  Forum for Unity, Democracy and Justice ) served as the political base of the pro-Indonesian militias who tried to exert pressure on the population with violence and intimidation. The FPDK was headed by Dilis Regional President (Bupati) Domingos Maria das Dores Soares. In June 1999 the FPDK merged with the Barisan Rakyat Timor Timur BRTT, an organization founded on April 30th under the leadership of the diplomat Francisco Lopes da Cruz and the moderate former national MP Salvador Ximenes Soares as Secretary General. Behind the BRTT were General Wiranto , Commander in Chief of the Indonesian Army, and Foreign Minister Ali Alatas . The new organization called the United Front for East Timor (UNIF) was under the joint leadership of Soares and Lopes da Cruz. João da Costa Tavares commanded the UNIF militias.

After 78.5% of the East Timorese population voted for complete independence from Indonesia in a referendum, there was a final wave of violence by the militias . On 20 September 1999 landed Dili , the International Force East Timor (INTERFET) to after the crisis in East Timor to ensure peace and order again. The Indonesian security forces withdrew from East Timor, which they had occupied since 1975. On the same day, Domingos Maria das Dores Soares became head of an organization that became the predecessor of UNTAS. In December 1999 UNIF announced that it would cease its activities.

UNTAS was founded on February 5, 2000 in Kupang in the Indonesian West Timor . The organization continued to claim East Timor as part of Indonesia, became the political base of the militiamen and was later represented with three seats in the National Council set up by the UN administration , but demanded seven seats like the umbrella organization of the East Timorese independence movement CNRT . UNTAS saw the result of the referendum as a fraud. Soares publicly rejected the violence of the militias and denied acts of violence by militias under him, or he denied the existence of such militias. Indeed, the links between UNTAS and the militias were clear, even if militia leaders often viewed the UNTAS leadership as elitist. The administration by the United Nations called Soares "colonialism" and the foreign, mostly Western troops as "albinos".

In 2010, politicians from the East Timorese parties FRETILIN and UNDERTIM warned against secret activities by UNTAS in East Timor. After Eurico Guterres became chairman of UNTAS, the organization consolidated as a mouthpiece for those East Timorese who had left the country due to independence and now live in different parts of Indonesia.
