Schäfer was married twice. His first marriage was on November 2, 1618 with Ursula Wasewitz († 1621), the widow of the Dresden feudal lord Michael Findekeller. Their daughter, Ursula Rosine Schäfer, was from 1652 the second wife of the electoral council, poet and librarian Christian Brehme , who was also temporarily mayor of Dresden.

Schäfer is first mentioned in the Dresden council register in 1640 and is named as a trader. Since that year he was a member of the council and was elected mayor in 1652. In the usual three-year rhythm he also held this position in 1655, 1658, 1661 and 1664. After his death on April 1st, 1666 he was buried in the candle arches of the old Frauenkirchhof .

During his tenure as mayor, on May 16, 1651, he dedicated the Symphonica sacra O Herr hilf, o Herr lass probably the Dresden Kreuzchor, created by the then Hofkapellmeister Heinrich Schütz .
