Vasile Bulucea

Vasile Bulucea (born February 11, 1931 in Gârnița, Prunişor , Mehedinți district ; † May 27, 2008 in Craiova ) was a Romanian politician of the Romanian Communist Party PCR (Partidul Comunist Român) , who was mayor of Craiova from 1973 to 1977 , was Minister for Transport and Telecommunications between 1979 and 1986. After the collapse of communism and the overthrow of the neo-Stalinist dictator Nicolae Ceaușescu in the wake of theRevolution on December 22nd, 1989 , he was a member of the Socialist Workers' Party PSM (Partidul Socialist al Muncii) , the Social Democratic Party PSD ( Partidul Social Democrat ) and the Democratic Force FD (Forța Democrată din România) and again Mayor of Craiova between 1996 and 2004.

Life

After attending school in 1945, Vasile Bulucea began training as a locomotive fitter and became a member of Uniunea Tineretului Muncitor (UTM), the youth organization of the Labor Party. He graduated from the Workers' Faculty from 1949 to 1951 and at that time was the UTM's organizational secretary at this faculty. He then began in 1951 to study at the Faculty of Railways of the Railway Institute in Bucharest , which he graduated in 1956 as a railway engineer. He then became an employee of the railway company CFR ( Căile Ferate Române ) , initially as an engineer and then as deputy head of the Caransebeş station . He was also the economic secretary of the UTM city committee in Caransebeş and in May 1959 became a member of the Romanian workers' party PMR (Partidul Muncitoresc Român) . He then graduated from the University for Politics and Leadership, the Evening University for Marxism-Leninism and courses at the institute for the training of economic management personnel. He was head of the driving service of the CFR in Arad and deputy head of the driving service of the regional directorate of the CFR in Timişoara , before he became head of the driving service of the regional directorate of the CFR in Timişoara in 1961. In 1966 he took over the post as deputy director of the transport management of the CFR regional directorate Oltenia and 1968 director of the CFR regional directorate Craiova .

In February 1968 Bulucea became a candidate and in 1972 a member of the office of the party committee in Dolj district and in 1972 a member of the People's Council of this district. He was also a member of the United Transport Union's committee. In 1973 he succeeded Ion Zăvaleanu as President of the Executive Committee of the People's Council and thus mayor of Craiova. He held this office until February 3, 1977 and was then replaced by Stefan Negreț. At the Eleventh Party Congress of the PCR (November 24-27, 1974) he became a member of the Central Revision Commission of the PCR and was a member of this body until the Twelfth Party Congress of the PCR (November 19-23, 1979) . On February 3, 1977, he took over the post of First Vice-President of the Executive Committee of the People's Council in Dolj County.

Minister, MP and party official

On October 27, 1979, Vasile Bulucea switched to the government and took over as the successor to Traian Dudaș in the Verdeț I cabinet as Minister of Transport and Telecommunications (Ministrul transporturilor și telecomunicațiilor) , which he held between March 29, 1980 and May 20 1982 in the Verdeț II cabinet , from May 21, 1982 to March 28, 1985 in the Dăscălescu I cabinet and from March 29, 1985 to his replacement by Pavel Aron on August 9, 1986 in the Dăscălescu II cabinet . At the Twelfth Party Congress of the PCR (November 19-23, 1979) he became a member of the Central Committee (ZK) of the PCR and held this function until the collapse of communism in the course of the revolution on December 22, 1989 . In 1985 he became a member of the Grand National Assembly (Marea Adunare Națională) and represented in this until 1989 the constituency No. 10 Cernavodă .

After leaving the government, on August 9, 1986, Bulucea became the first secretary of the party committee in Gorj district and also president of the executive committee of the people's council in that district. Almost two years later, however, he returned to the government and served as State Secretary in the State Committee for Planning between May 14, 1988 and October 21, 1989. In this role, he was in the State Planning Committee responsible for coordinating the Department of Basic Materials, the Department of Economic Cooperation in International Trade and Foreign Trade, and the Department of Production. He was also Vice President of the intergovernmental Romanian-Soviet Commission for Economic and Technical-Scientific Cooperation. Most recently he was from October 21 to December 22, 1989 Vice-President of the Executive Committee of the People's Council and thus Vice-Mayor of Bucharest .

Second term as Mayor of Craiova

After the collapse of communism and the overthrow of the neo-Stalinist dictator Nicolae Ceaușescu in the course of the revolution on December 22, 1989 , Vasile Bulucea was a member of the Socialist Workers' Party PSM (Partidul Socialist al Muncii) and the Social Democratic Party PSD ( Partidul Social Democrat ) . As successor to Suvaina Ion, he was again mayor of Craiova in 1996 and held this position until he was replaced by Antonie Solomon in 2004. Most recently he was a member of the Democratic Force FD (Forța Democrată din România) founded by Petre Roman in 2004 .
