Victor Johannes Gotthold Niemeyer (born December 8, 1863 in Berge (Hamm) , † February 14, 1949 in Essen - Bredeney ) was a German lawyer and local politician in Essen. He was also known as a balloonist . He was made the first honorary citizen of the city of Essen after the Second World War .

Life

The son of the judiciary, Hans Niemeyer, attended the Royal High School at Burgplatz in Essen and, after graduating from high school, studied law in Freiburg im Breisgau , Leipzig , Greifswald and Berlin . In 1884 he became a member of the Corps Lusatia Leipzig . In 1885 he joined the Corps Guestfalia Greifswald , which later made him an honorary member. In 1887 Niemeyer became a court trainee in Essen, in 1892 a court assessor and in Leipzig became a Dr. jur. PhD. From 1892 Niemeyer worked as a lawyer and from 1905 also as a notary in Essen, where he was able to distinguish himself as a successful criminal defense lawyer. From 1898 to 1929 he was a city councilor without interruption, initially for the national liberal party and later as a representative of the German Democratic Party (DDP). After 1945, the military government appointed him a member of the first citizens' committee, later to the council of the city of Essen appointed on February 6, 1946. From October 1946 to 1948 he was a member of the FDP faction on the city council.

Niemeyer took part in ballooning competitions with great success. From a professional and technical point of view, he dealt as a lawyer with the topic of aviation and published specialist articles on aviation law. In 1906 he co-founded the Fédération Aéronautique Internationale in Paris and in 1910 the Comité juridique international de l'aviation . He was chairman of the Lower Rhine Association for Aviation and a member of the board of the German Aviation Association .

In addition to his role as a champion for a democratic social order, as a co-creator of local self-government and as a promoter of the city's cultural life, he was chairman and member of numerous associations, particularly in the field of justice and aviation. Essen posthumously elected him an honorary citizen in 1949 , the first after the Second World War.

Victor Niemeyer was buried in the southwest cemetery in Essen- Fulerum .
