Volkmar Winkler (politician, 1929)
Volkmar Winkler (born June 15, 1929 in Chemnitz ; † January 17, 1980 ) was a German politician ( SED ). From 1977 to 1980 he was State Secretary in the Ministry of Transport of the GDR .
Life
Winkler, the son of a Reichsbahn worker, completed a commercial apprenticeship after attending elementary and middle school. He worked as an employee and decorator at KG Chemnitz. From 1948 to 1950 he was first secretary of the district executive committee of IG Transport Chemnitz. In 1951 he became a member of the Socialist Unity Party of Germany (SED) and from 1951 worked as head of the Auto-Transport-Gemeinschaft Sachsen. From 1951 to 1953 he studied at the German Administration Academy (DVA) and was a research assistant there. In February 1953 he became an instructor in the motor transport sector in the Transport and Liaison Department of the Central Committee of the SED , then head of the motor transport and shipping sector. From 1956 he acted as deputy head of the railway, traffic and communication department and from 1958 to 1962 as head of the traffic and communication department of the Central Committee of the SED (successor to Günter Mittag ). Winkler was temporarily a member of the Economic Commission at the Politburo of the Central Committee. In 1960/61 he studied at the party college "Karl Marx" . 1961/62 he was traffic attaché of the GDR in the People's Republic of Poland . In 1962 he was at the University of Transport in Dresden Dr. rer. oec. PhD. From 1962 to 1977 he worked as deputy minister and from August 1, 1977 as state secretary in the Ministry of Transport (successor to Heino Weiprecht ). In 1977/78 he was President of the International Railway Organization (UIC). Winkler was a member of the secretariat of the SED district leadership of the central organs of transport.
Winkler died at the age of 50 and was buried in the central cemetery in Berlin-Friedrichsfelde , Pergolenweg.
