Iwane (Wano) Merabishvili ( Georgian ივანე (ვანო) მერაბიშვილი ; born April 15, 1968 in Ude , Adigeni district, Samtskhe-Javakheti ) is a Georgian politician ( United National Movement ). From December 2004 to June 2012 he was Minister of the Interior of Georgia, then Prime Minister for four months . He has been general secretary of his party since October 2012 .

Life

In 1985 he passed the Abitur at the secondary school in Akhaltsikhe . He studied geodesy at the Georgian Technical University in Tbilisi and completed his academic training as an engineer in 1992 . He stayed at the university as a laboratory assistant for three years. In 1995 he became chairman of the Association for the Defense of Landowners' Rights .

In 1999 he was elected to parliament on the list of the Georgian Citizens' Union , and in 2000 took over the chairmanship of the parliamentary economic committee. He made a name for himself as a sharp critic of President Eduard Shevardnadze , whom he accused of lacking interest in reforms and a careless attitude towards corruption and the clan economy. In August 2001, he stood behind Shevardnadze's rejected bill, Minister of Justice Mikheil Saakashvili , which provided for the expropriation of illegally acquired property.

In autumn 2002 he organized mass protests against the fraudulent local elections in Georgia, and had to answer to the attorney general. In October 2002 he founded the opposition party National Movement (today: National Movement - Democrats ) with Saakashvili and became its general secretary. In 2003 he traveled to Belgrade and made contact with the former Serbian opposition that had overthrown President Slobodan Milošević . Around 1,500 members of the National Movement were prepared in May and June on the basis of the Serbian model in two-day courses for political activism to overthrow Shevardnadze.

After President Saakashvili's inauguration, Merabishvili took over various state offices: on January 26, 2004, he became secretary of the National Security Council of Georgia, prepared a legislative package to combat corruption and organized the military threat to replace the Adjarian ruler Aslan Abashidze . In June 2004 he became Minister of State Security. From December 2004 to June 2012 he was Minister of the Interior of Georgia. In an analysis by the International Crisis Group (ICG), he was described as "the most powerful insider after the president".

On June 30, 2012, he was appointed Prime Minister by Saakashvili. The Georgian Parliament approved the proposal on July 4, 2012. After the parliamentary elections in 2012 , he lost the government office. Since October 2012 he has been Secretary General of the United National Movement again.

In May 2013 Merabishvili was arrested. He was accused of illegally diverting 5.2 million GEL of public funds for President Saakashvili's 2012 election campaign. Other charges related to practice and involvement in the 2006 murder of bank clerk Sandro Girgwliani. Representatives of the United National Movement spoke of a politically motivated campaign. In February 2014 Merabishvili was sentenced to four and a half years in prison by the Tbilisi City Court for cracking down on an opposition demonstration in May 2011.

In June 2016 the European Court of Human Rights sentenced the Georgian government in the case of "Vano Merabishvili v. Georgia" for the pre-trial detention of the former head of government. The court considered Merabishvili's complaint that his pre-trial detention was to keep him off the political stage and weaken the political opposition to be justified and awarded him € 8,000 in compensation.
