Wigan is a metropolitan borough in metropolitan county Greater Manchester in England . The administrative seat is the city of the same name Wigan . Other significant locations in the borough are Aspull , Astley , Billinge , Bryn , Golborne , Ince-in-Makerfield , Hindley , Leigh , Orrell , Shevington , Tyldesley and Whelley .
The reorganization of the borders and the competencies of the local authorities resulted in the formation of the Metropolitan Borough in 1974. The Metropolitan Borough Wigan, the Municipal Borough Leigh, the Urban Districts Abram, Aspull, Atherton, Hindley, Ince-in-Makerfield, Orrell, Standish-with-Langtree and Tyldesley, parts of the Urban Districts Ashton-in-Makerfield, were merged. Billinge-and-Winstanley and Golborne and part of the Wigan Rural District . These local authorities previously belonged to the county of Lancashire .
In 1986 Wigan became a de facto unitary authority when the central government dissolved the higher-level administration of Greater Manchester. Wigan remained part of Greater Manchester for ceremonial purposes , as well as for individual higher-level functions such as police, fire brigade and public transport.
