Winfried Florian

Winfried Florian (born September 27, 1926 in Tzschernitz , Sorau district ; † March 12, 2012 in Münster ) was a German administrative lawyer and from 1983 to 1990 a civil servant in the Federal Post Office .

Life

After graduating from high school, Florian became a soldier in 1944 and became a prisoner of war , from which he was released in 1947. From 1947 to 1950 he studied law at the University of Marburg . In 1947 he became a member of the VKDSt Rhenania Marburg . He then did the legal preparatory service as a trainee lawyer in the district court district of Marburg and took his assessor exam at the end of 1954 . Florian received his doctorate in 1952. jur. with a thesis on The Independent Regulatory Commissions in the American Administrative Process.

From 1955 to 1958 he worked at the Oberpostdirektion Frankfurt am Main before moving to the Federal Postal Ministry in 1958. From 1958 to 1961 he was an assistant in Section IA (letter and parcel service, postage fees, inter-zone traffic, from 1960: postal regulations, postage fees). From 1961 to 1965 he was personal assistant to the State Secretary for the Post and Telecommunications Administration Hans Steinmetz . From 1965 to 1966 and from 1966 to 1969 he was head of Section IA (postal regulations; postal charges). In 1966 he was seconded to the West Railway Post Operations Management in Cologne. From 1969 to 1983 he was President of the Oberpostdirektion Münster and by virtue of his office chairman of the board of the Post, Savings and Loans Association in Münster . From 1983 to 1990 he was a permanent state secretary in the Federal Ministry for Post and Telecommunications.

Voluntary and political engagement

Florian was President of the General Management of the Bonifatiuswerk from 1971 to 1998 . During his tenure in 1974 the countries of Northern Europe and in 1995 the Baltic countries Estonia and Latvia were included in the aid catalog of the Bonifatiuswerk. After his tenure, he was made honorary president.

Winfried Florian had been a member of the CDU Münster since 1966 and from 1975 to 1979 councilor of the city of Münster. Here he was chairman of the planning committee.
