Winfried Steffani

Winfried Steffani (born June 2, 1927 in Żnin , Poland ; † August 14, 2000 in Lüneburg , Germany ) was a German political scientist .

Life

Winfried Steffani was born in 1927 as a Polish citizen. His family belonged to the German-speaking minority . He was the son of an evangelical pastor working in Żnin, Toruń and Poznań . After the occupation of Poland by the Wehrmacht , he worked as an anti-aircraft helper in 1945 during the Second World War . Steffani first learned the profession of carpenter and trained to become an interior designer.

From 1952 Steffani studied at the German University of Politics in Berlin. In 1958 he received his doctorate through the investigative committees of the Prussian state parliament in the Weimar Republic . Steffani studied with Ernst Fraenkel , whose assistant he also became. In 1966 he completed his habilitation with an investigation into parliamentary groups in Germany, Great Britain and the USA. In the same year he became substitute professor for political science of Carl Joachim Friedrich at the Ruprecht-Karls-Universität Heidelberg . From 1968 Steffani lived in Hamburg. A little later he moved to the University of Hamburg , where he taught until his retirement in 1990. From 1971 to 1973 he was chairman of the German Association for Political Science . For decades, Steffani was the editor of the magazine for parliamentary questions of the German Association for Parliamentary Questions.

Politically, Steffani was first active in the Socialist German Student Union and then in the Ring of Christian-Democratic Students . In 1951 he joined the SPD . Since 1957 he has been involved in the CDU . After he and the later founder of the Statt party , Markus Wegner , had denied the right to inspect the list of members of his local association before the Federal Party Court (Ref .: CDU-BPG 5/91 R), he resigned in 1992 after 37 years of party membership the CDU because he saw this as the unpunished refusal of internal party democracy, and returned his plaque of honor to the Konrad-Adenauer-Stiftung .

Steffani researched mainly in the field of comparative government theory or system theory . He made fundamental contributions to the theory of neopluralism and the theory of parliamentarism .
