Vladimir I. Yakunin

Vladimir Ivanovich Jakunin ( Russian Владимир Иванович Якунин ; born June 30, 1948 in Melenki , Vladimir Oblast ) was President of the Russian State Railway Company (RŽD) from June 2005 to August 2015 . On August 20, Russian President Putin announced at a press conference that Yakunin had decided to step down as RŽD President.

In 2012, Jakunin became President of the International Union of Railways (UIC); on August 26, 2015, the UIC announced that the UIC Vice President will hold this office until the next General Assembly.

Childhood and youth

Yakunin was born in Melenki, a town in the Gus-Khrustalnyj district of the Vladimir region. He lived in Pärnu ( Estonia ) until the age of 14 . His father was a pilot with the border troops of the Soviet Union , his mother worked as an accountant. In 1964, after his father was discharged from the army, the family moved to Leningrad , which Yakunin considers his hometown.

Career

In 1972, Yakunin graduated from the Leningrad Mechanical Institute in the field of aircraft construction . As a mechanical engineer, he specialized in the planning and maintenance of ballistic missiles with long ranges. He began his professional career at the State Institute for Applied Chemistry, where he worked from 1972 to 1975. In 1975 he was drafted into the Soviet Army for military service.

After his completion, he worked from 1977 to 1982 as a senior engineer in the administration of the State Committee for Foreign Trade at the Council of Ministers of the USSR . From 1982 to 1985 he was head of the foreign department at the Physikalisch-Technische Joffe Institute of the Academy of Sciences of the USSR . Between 1985 and 1991 Vladimir Yakunin was a member of the Soviet diplomatic mission to the United Nations , from 1988 as its first secretary. At the beginning of 1991 he resigned from the civil service and became an entrepreneur and chairman of the business center “International Center for Economic Cooperation”.

In 1997 he returned to the civil service and took over the management of the North-West Regional Inspection of the Main Control Administration in the Presidential Office of the Russian Federation . From December 7, 2000 to February 2002, Yakunin was deputy to the Russian Minister of Transport, Sergej Frank, and was responsible for the development of the merchant fleet and the operation of the seaports in Russia.

On February 8, 2002, he was appointed the first deputy of the Railway Minister Gennadij Fadejew . He held this office until October 22, 2003. On October 24, 2003, Yakunin became Vice President of the Russian Railways , headed by Gennadij Fadejew. RZD AG was formed with Government Resolution No. 585 of September 18, 2003. The company was founded as a result of the first stage of the railway reform. On June 15, 2005, Vladimir Yakunin was appointed head of the Russian Railways (Government Decree 786-r of June 14, 2005). He was subsequently confirmed in office three times (Government Ordinance 843-r of June 12, 2008, 987-r of June 10, 2011 and 1606-r of August 25, 2014). On December 12, 2012, Yakunin was appointed chairman of the General Assembly of the International Union of Railways. On December 3, 2014, he was unanimously re-elected for a second term.

On August 17, 2015, Jakunin announced his resignation from the management of the RZD; he will run as senator for Kaliningrad . He later announced that he did not want to serve as a senator. In August 2015, Medvedev appointed Oleg Belosjorov as the new RŽD President.

In 2016, Jakunin founded the research institute “ Dialogue of Civilizations ” (DOC) in Berlin together with the Göttingen political scientist Peter W. Schulze and the Austrian lawyer and ex-Secretary General of the Council of Europe Walter Schwimmer , of which he chairs the supervisory board. At the time of its opening, the “research institute” had neither its own premises nor scientists to show for it. The Tagesspiegel therefore spoke of a " Potemkin think tank".

Scientific activity

Since January 2006, Jakunin has been a scientific advisor and chairman of the board of trustees at the Center for Problem Analysis and State-Managed Project Planning at the Russian Academy of Sciences .

In 2005 he defended his dissertation on the candidate of science, the subject was “The Mechanism of Development of Geostrategies in Russia Today (Using the Example of Transport and Railways)”. He has a doctorate in political science, and in 2007 he defended his dissertation on "Processes and Mechanisms in the Formation of State Policy in Today's Russia". Yakunin's scientific works (monographs) include: "The development of geostrategies in Russia: the transport component" (2005), "Politology of transport: the political dimension of transport development" (2006), "The development of state policy in Russia today: Problems in Theory and Practice ”(2006).

Since the end of 2010 he has headed the Chair of State Politics in the Faculty of Political Science at Lomonosov University in Moscow . Jakunin is visiting professor at the Stockholm School of Commerce.

Social engagement and charity

Vladimir Jakunin is a member of the Board of Trustees at the Great Towstonogow Drama Theater, Chairman of the Board of Trustees at the Center of National Fame and the St. Andrew Flag Foundation . These organizations finance projects related to the activities of the Russian Orthodox Church. In addition, he heads the board of trustees of the children's aid foundation “Spread your wings!”, Which was founded in 2007 and financially supports disabled, seriously ill and orphans.

His company sponsors projects of the foundation such as programs for the acceptance of children into families and for the social integration of orphans and the disabled. Yakunin is president of the international forum “Dialogue of Civilizations” and a member of the jury at the Youth Forum of Rhodes, organized by the Youth Time movement.

Sanctions

On March 20, 2014, Yakunin was placed on the US government's sanctions list in response to Russia's role in the unrest in Ukraine. This means a ban on entry into the USA, the freezing of all Yakunin assets there and a ban on business relationships between citizens and companies of the USA with Yakunin and its companies.
