Wolfgang Schäfer (born November 26, 1944 in Detmold ) is a German lawyer . From 1998 to 2006 he was director of the Regional Association of Westphalia-Lippe (LWL).

After attending the Leopoldinum Gymnasium in Detmold, Schäfer studied law in Münster and passed the state examination there. Then he was initially employed in the legal department of the Westphalian Wilhelms University in Münster , then he switched to the planning staff of the City Director of Dortmund . From 1981 he worked for the Landschaftsverband Westfalen-Lippe (LWL), initially as a personal assistant to the director, later as the deputy head of the LWL hospital department. In 1988, Schäfer left the LWL again and became head of social affairs for the city of Herne , in 1991 he took on the same function for the city of Dortmund, and in 1993 he was also elected city ​​director .

After being elected director of the Westphalia-Lippe Regional Association in spring 1998 (as successor to Manfred Scholle ), Schäfer returned to the LWL in July 1998. During Schäfer's eight-year term of office, the state government of North Rhine-Westphalia led by Wolfgang Clement (SPD) considered in 1999 to abolish the regional associations . Schäfer was heavily involved in the project and also got into an argument with party friends. The state government's plan was ultimately not implemented. In the social area of ​​the LWL, the outpatient area in psychiatry in particular was expanded during Schäfer's tenure. In the museum area, the Westphalian Monastery Museum was opened in Dalheim , large exhibitions about the Carolingian era in 1999 in Paderborn and about Herculaneum in Haltern in 2005 were realized. Some of the numerous corporate holdings of the LWL were given up. In March 2006, the CDU politician Wolfgang Kirsch was elected to succeed SPD member Schäfer. On July 1, 2006, he became the new director of the LWL.

In September 2010, Wolfgang Schäfer took over the management of the Westphalia Initiative as successor to Klaus Anderbrügge .

Honors

In June 2006, Schäfer received the LWL's highest award, the Freiherr vom Stein medal in gold, as “recognition of his exceptional services”. He was the first fiber optic director to receive this award.

In February 2008 he was awarded the "Badge of Honor of the Münster University of Applied Sciences" as a member of the board of trustees of the Münster University of Applied Sciences.

In March 2014 he and Ferdinand Esser received the " Ring of Honor of the Rhineland ", the highest award from the Rhineland Regional Council (LVR). The association honored Schäfer's efforts to keep the landscape associations.
